Goa] 6• Promote the production of affordable housing by actively working with and creating incentives <br />for non-profit housi~developers. <br />Policy 13 : Target 15 percent of the housing stock at full development to be affordable to the <br />needs of low- and very-low- income households. <br />Program 13.1: Use the Growth Management Program to establish an annual objective for <br />low- and very low-income housing units ~throu Growth <br />Management allocations. This allocation should take into account the information <br />contained in the Growth Management Report including housing need, job growth, <br />jobs/housing relationship, General Plan policies, regional shaze allocations, and other <br />available evaluations of need. <br />Prograzn 13.2: Require the duration of low- and very low-income set-aside units within <br />apartment projects to be in perpetuity, wherever possible. <br />Program 13.3: Work with the U.S. Department of Housing and Urban <br />Development (HUD) to maintain or replace existing HUD-subsidized units in Kottinger <br />Place and Pleasanton Gazdens. <br />Program 13.4: Seek State and Federal assistance for the development of housing to meet <br />low- and very low-income housing needs. <br />Program 13.5: Reserve 1-9A sufficient numbers of housing units per year through the <br />Growth Management Program to meet City objectives for owner-occupied and rental <br />~s housing developments which provide at least 25 percent low-and very low- <br />income units. <br />Program 13.6: Provide incentives such as reduced development fees, assistance in public <br />improvements, priority in permit processing, increased density, altered site-development <br />standazds, mortgage revenue bonds, affordable-housing competition, and other creative <br />incentives to encourage the development of very low-, low-, and moderate-income <br />housing. <br />nr-ro^gr~.,--'r^~8: Moved to Policy 21Z <br />Program 13.7: Seek alternative, non-traditional means suited to the community to fill <br />very low-, low-, and moderate-income housing needs, and to preserve the affordability of <br />assisted-housing units. <br />Program 13 8• Target a minimum of 25 percent of all new housing to be affordable to <br />low- and very low-income households.. <br />Revised Draft Housing Element Goals, Policies, and Programs: 1/28/02 - 4 - <br />
