Resolution No. PC-2002-07 <br />Page 2 <br /> <br />The proposed location of the conditional use and the conditions <br />under which it would be operated or maintained will not be <br />detrimental to the public health, safety, or welfare, or materially <br />injurious to the properties or improvements in the vicinity. <br /> <br />Churches are common in residential areas of the City. The proposed site <br />layout for the church would provide adequate distance between the new <br />construction and the nearby residences, and landscaping in the form of <br />trees and shrubs would be provided as a buffer around the addition and the <br />relocated play ground. Adequate off-street parking is provided and <br />programs are being implemented to prevent guests and members of the <br />church from parking in the residential areas. The proposed project would <br />be consistent with City traffic volume and congestion policies. <br /> <br />The proposed conditional use will comply with each of the applicable <br />provisions of the Zoning Ordinance. <br /> <br />Chapter 18.124 of the Municipal Code (Conditional Uses) states that, because <br />of their unusual characteristics, conditional uses require special consideration <br />so that they may be located properly with respect to their effects on <br />surrounding properties. The conditions of approval integrate the proposed <br />project without detrimentally affecting the surrounding properties of the City in <br />general. <br /> <br />WHEREAS, the Planning Commission determined that the uses proposed for the site, as <br /> conditioned, would be compatible with the surrounding neighborhood. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF <br />PLEASANTON RESOLVES THE FOLLOWING: <br /> <br />Section 1. <br /> <br />Approves Case PCUP-25, the application of the Valley Community Church <br />for a modification to an existing conditional use permit approval for church <br />activities and a preschool located at 4455 Del Valle Parkway, subject to the <br />conditions shown in Exhibit "B.I" attached hereto and made part of this case <br />by reference. <br /> <br />Section 2. <br /> <br />This resolution shall become effective 15 days after its passage and adoption <br />unless appealed prior to that time. <br /> <br /> <br />
