PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-2002-07 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF THE VALLEY <br />COMMUNITY CHURCH FOR CONDITIONAL USE PERMIT APPROVAL, <br />AS FILED UNDER CASE PCUP-35 <br /> <br />WHEREAS, <br /> <br />the Valley Conununity Church has applied for a modification to an <br />existing conditional use permit approval for church activities and a <br />preschool located at 4455 Del Valle Parkway; and <br /> <br />WHEREAS, zoning for the property is P (Public and Institutional) District; and <br /> <br />WHEREAS, <br /> <br />at its duly noticed public hearing of January 23, 2002, the Planning <br />Commission considered all public testimony, relevant exhibits, and <br />recommendations of the City staff concerning this application; and <br /> <br />WHEREAS, the Planning Commission approved the negative declaration prepared for <br /> this project; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />The proposed location of the conditional use is in accordance with <br />the objectives of the zoning ordinance and the purpose of the <br />district in which the site is located. <br /> <br />The most relevant objectives of the Zoning Ordinance are to promote the <br />stability of the existing land uses that conform to the General Plan and <br />protect them from inharmonious influences and harmful intrusion and <br />ensure that public and private lands ultimately are used for the purposes <br />that are most appropriate and beneficial to the City as a whole. One <br />purpose of the Public and Institutional district is to provide for the orderly <br />establishment of public or quasi-public facilities, and expansion of their <br />operations. A church and preschool are land uses consistent with the <br />General Plan Public and Institutional land use designation for the site. As <br />proposed and conditioned, the church and the preschool would be <br />compatible with the surrounding neighborhood and consistent with City <br />off-street parking requirements and traffic congestion standards. There are <br />many programs conducted at the site that provide valuable services to the <br />surrounding community. <br /> <br /> <br />
