EXHIBIT C <br /> <br />MODIFICATIONS TO THE DRAFT SPECIFIC PLAN <br /> <br />Recommendations by the Downtown Specific Plan Committee <br /> <br />The three residential neighborhoods located west of Peters Avenue along <br />West Angela Street, Division Street, and St. Mary Street shall be designated <br />on Figure IV-I of the Specific Plan as "High Density Residential" instead of <br />"Medium Density Residential." <br /> <br />2. Delete Policy 27 from page 29 of the Specific Plan which roads: <br /> <br />"Impermeable surfaces developed adjacent to the Arroyo shall be <br />designed to slope and drain away from the Arroyo. Runoff shall be <br />directed into the existing City sewage infrastructure system. No <br />runoff shall be allowed to directly enter the Arroyo." <br /> <br />The environmental mitigation measures shown in the Final Specific Plan text <br />shall be clearly identified to the reader as being included as a result of the <br />environmental review process and not as original recommendations of the <br />Downtown Specific Plan Committee. <br /> <br />4. Delete Policy 1 from page 34 of the Specific Plan which reads: <br /> <br />"Provide a second northbound through-lane (on First Stree0 <br />between Bernal Avenue and Ray Street/Vineyard Avenue by <br />eliminating parking on the west side of the street and shifting <br />traffic, and extend the second southbound through-lane on the <br />southbound approach at Bernal Avenue to the Abbie Street <br />intersection." <br /> <br />The land use designation of the property located at 273 Spring Street shall be <br />changed from "Public" and "Parking" to "Downtown Commemial" on <br />Figure IV-1 of the Downtown Specific Plan, and from "Proposed Public <br />Parking" to "Potential Public Parking Lot Assessment District" on <br />Figure VIA of the Specific Plan. <br /> <br /> Re-designate the southern portion of the Ace Train Station parking lot <br />(between Bemal Avenue and Pleasanton Avenue) from "Office" to "Public." <br /> <br />Re-designate the narrow residential site bordering the east side of Pleasanton <br />Avenue (between West Angela Street and Rose Avenue) from "Public" to <br />"High Density Residential." <br /> <br /> <br />
