PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />a. Vestine Tentative Map Tract 7407. Greenbriar Homes <br />Application for a vesting tentative map approval for: (1) 17 single-family <br />detached units within the "medium density" Vineyard Village area totaling seven <br />acres; (2) a vineyard estate lot (one-acre building site) with associated vineyards <br />(10 acres) and open space (3.8 acres); and (3) associated streets, Old Vineyard <br />A venue trail, and related infrastructure located on Lot 28 in the Vineyard Avenue <br />Corridor Specific Plan Area. Zoning for the property is PUD (Planned Unit <br />Development) Medium Density Residential, Vineyard Estates, Open Space <br />District. <br /> <br />Commissioner Roberts excused herself from the dais, noting that she is a property owner <br />within 500 feet of this property. Commissioner Sedlak took her place on the dais. <br /> <br />Jerry Iserson presented the staff report, and described the history of the project. He noted <br />that the proposed tentative map was in close conformance with the PUD plan and the <br />conditions of approval for the PUD. He described the characteristics of the lots, and noted <br />that one of the conditions of the PUD was to explore some grading alternatives to lower <br />Lots 1 through 6 relative to the trail. Staff worked with the developer on that issue, and <br />succeeded in some lowering of the lots, resulting in a better interface between them and <br />the trail. <br /> <br />As conditioned, there was a slight modification to the Berm Planning Plan, which was <br />designed to screen the Foley operations. Staff worked to change the trees and add shrubs <br />in order to achieve a better screen, as shown on the attached plan. The applicant worked <br />with staffto produce a Zoning/Land Use Handout, as conditioned by the PUD, to help <br />future homeowners understand the rules for their properties and additions. <br /> <br />No other significant changes had been made to the map other than those required to <br />comply with the PUD conditions. One minor change made to the tentative map is the <br />location of a storm drain swale at the rear of Lots 1 through 6, which staff believes would <br />work better. An existing gate would be moved to the southeast corner of Lot A to <br />accommodate agricultural-related vehicles. The applicant has shown how the property <br />could be developed, ifit were to be developed before the Centex property, in terms of <br />utility and street connections. Staff believes that all tentative map findings could be <br />made, and that the tentative map is consistent with the approved PUD and the conditions <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />December 11, 2002 <br /> <br />Page 2 <br />
