Nina Westerland, 4146 Moselle Court, noted that she was a direct neighbor to this
proposed project, and had 95 feet offence on that boundary. She did not oppose the
facility, but believed that it was inappropriate for the neighborhood. She noted that
because she was disabled by heart disease, the quiet of her backyard was important to her
quality of life and that she did not wish to lose that privacy and quiet.

Kathryn Tournat, 786 Bonita Avenue, spoke in favor of this item, and would like her
parents to live at the property if they wished. She was disappointed to hear that six out
seven neighbors that she spoke with would move out of the neighborhood if the facility
was built.

Sandra Ryan, 3245 Chardonnay Drive, noted that she was a marketing manager at San
Ramon Regional Medical Center. She noted that 30% of their discharged patients needed
further care. She supported this facility, and believed that it would be an important part of
the community. She added that her 95-year-old aunt had been cared for at a Mercy Care
facility, which she believed was an excellent facility with well-trained and experienced
staff. She did not want this facility to be lost to another community.

Diane Cowart, 3130 Pawnee Way, noted that she lives across the street from a hospital,
and believed that the facility would be important for anyone who needed the help. She
noted that she lived near Santa Rita Road, which made the traffic on Bernal seem
minimal. She noted that following a six-month stay in ICU in 1991, her son required
assisted living care. She stated that Alameda Hospital was the closest facility to her
because she worked in Oakland, but added that a Pleasanton facility would have made
caring for him easier. She added that her father has Alzheimer's Disease and vascular
dementia, and that suitable facilities were expensive and difficult to find. She
acknowledged that the neighborhood's concerns were valid, but believed that the
community needed this facility.

Laura Bowman, 789 Bonita A venue, noted that she was a geriatric clinical nurse
specialist, and that she had been a director of a chain of nursing homes, and is a case
manager for discharge planning. She noted that it was difficult to place loved ones for
these services, and stated that such a facility would be valuable to the community. She
believed that a facility of this size would impact the neighborhood, and suggested that a
traffic light be installed on Bernal.

MlIIjorie Muentz, 4233 Sharab Court, expressed concern about the height of the building
and noted that her view would be destroyed if its were built as described. She suggested
using the affordable housing fund to buy a suitable piece of land in another location for
this facility. She noted that the truck traffic and maintenance noises would impact her
quality of life.

Louise Tracy, 3997 Femwood Way, was not in attendance to speak.

Tom Riker, 717 Bonita Avenue, was not in attendance to speak.

PLANNING COMMISSION MINUTES

December 11, 2002

Page 17
