<br />-, <br /> <br />Heidi White, 6143 Homer Court, advised that she agrees with her neighbors that she would not <br />buy near the sewage plant or near large telephone poles or on landfill. She reported that their <br />home is their investment and the potential health impact is something people perceive in <br />determining the value of a home. <br /> <br />Helen Sullivant, 3961 Alma Court, advised that she lives in Val Vista, but has investment <br />property on Ruxton Court. She noted that the lights in someone's home could have a higher <br />output than the 400 watts output of these antennas. She stated that she does not feel there is a <br />health issue or a property valuation issue. <br /> <br />Preben Nielsen, 6162 Homer Court, noted that the ordinance was adopted in 1998 and that the <br />protocols are constantly changing. He expressed concern with having potential problems with <br />his home network and satellite connection because of the installation of the proposed antennas. <br />He suggested that the ordinance be revisited in light of all the new protocols. <br /> <br />Mr. Cazinha stated that he feels Cingular should be asked to construct a pole at a different <br />location. He further stated that he feels the ordinance should be revisited. <br /> <br />Ms. Hill reported that she has a report that was made available at the outreach meeting on <br />September 27, which shows that the proposed site complies with the FCC requirements. She <br />noted that they are operating on a bandwidth from 1850-2100 spectrum, which is licensed to <br />Cingular Wireless. <br /> <br />r <br /> <br />In response to an inquiry from Commissioner Arkin, Mr. Iserson confirmed that the ordinance <br />provides for multi-carriers to use the same facility. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />In response to an inquiry from Commissioner Roberts, Mr. Iserson advised that the tree pole and <br />flagpole located at the Lock-It-Up Storage facility are at least 300 feet from the new Val Vista <br />Park. Mr. Iserson noted that all of the antennas which have been approved since the ordinance <br />was adopted have met the required setbacks. <br /> <br />Commissioner Roberts moved to deny Case P AP-39, thereby approving Case PDR-191, <br />subject to the conditions of approval in Exhibit "B." <br /> <br />Commissioner Roberts noted that the antennas are stealth and meet all of the Federal <br />requirements and the requirements of the ordinance. <br /> <br />Commissioner Kameny seconded the motion. <br /> <br />r <br /> <br />Commissioner Sullivan advised that he will not support the motion. He stated that he realizes <br />the ordinance was developed through a community effort, but because of the number of residents <br />who are opposed to this antenna, he feels that the City may have missed the mark with the <br />ordinance and it may need to be revisited.
