He described the project as a diagnostic and therapeutic
center for speech, language, voice, and movement disorders which would occupy two suites
totaling approximately 2,700 square feet in the Bernal Plaza of the Bernal Corporate Park. He
noted that the center would be working primarily with children and would have up to six staff
members during business hours. He stated that three group sessions per day would be held from
Monday through Thursday, with a total of 16 people in the facility at anyone time; Fridays
would be a catch-up day, with a maximum occupancy of 11 individuals. He added that the
children would be dropped off and picked up for their sessions, and there would be a 30-minute
break in between sessions to alleviate congestion between group sessions.

Mr. Iserson indicated that since the land use in the Bernal Plaza does not permit individual and
group therapy, a minor modification to the PUD is being processed by staff in conjunction with
this use permit application to conditionally allow such use. He advised that the approval of the
minor modification is subject to the Planning Commission's approval of the use permit.

~

Mr. Iserson stated that staff looked into two potential impacts: parking and noise. He pointed
out that the Bernal Plaza has more parking spaces than the Code requires and that in the
worst-case scenario based on the number of people in the facility at any given time, there would
still be a surplus of parking spaces. He added that the applicant followed through on staff's
suggestion to request the property owner to designate a few spaces for drop-off and pick-up to

PLANNING COMMISSION MINUTES

November 13, 2002

Page 2
