r-

Ms. Hosterman added that the letter offered full support of the City's future efforts.

A letter was received from Arthur Rosenfeld, California Energy Commission:

"Dear Mayor Pico and City Council Members:

This letter serves to give my support to the City of Pleasant on's Energy Plan. as
Californians move forward in the coming years, there are many great opportunities for
local communities to take advantage of new and emerging technologies to lower their
energy costs while promoting a cleaner air environment. In particular, I was most
impressed by your plan's recognition that the following are vital:

-

I.

Educational programs for conservation and renewable energy sources.
Your plan describes an ambitious effort to sponsor energy-related
workshops for builders, architects, homeowners, and business owners. In
addition, it recognizes that educating the public for energy awareness must
include materials for schools, libraries, and local media.
Development of City demonstration projects using photovoltaics, energy
efficiency, and other generation products. It is critical that the public be
able to see these technologies functioning on a daily basis. Only then will
the public seek to implement new ideas for themselves.
Promotion of heat load reduction strategies. This plan describes one such
strategy as the use of landscaping to shade new homes and developments.
Another strategy that the plan describes is the "installation of energy-
saving roofing materials." The City might consider using cool roofs
technology. The Energy Commission has been actively promoting roof
service systems. ...

2.

3.

I was also very interested in the Plan's recommendation to evaluate the use of light-
colored, noise-reducing paving materials for new and existing streets.

In summary, I am pleased by the City's effort to develop its Energy Plan, and wish you
continued success in its implementation. Please let me know if the Energy Commission
can help you in your efforts."

The following letter was received from John 1. Geesman, California Energy Commission:

"Recently I met and talked with Matt Sullivan. . . We discussed the Draft Energy Plan
.. . Local governments hold significant authority that affects how energy is generated,
transported, consumed, and conserved. Wise use of this authority is essential for the
environmental and economic health of your community and our state. Your efforts, as laid
out in the Draft Energy Plan, to ask critical energy questions, assess your unique situation,
and devise a path for the City of Pleasant on's energy future are commendable.

r-

October 23, 2002

Page 6

PLANNING COMMISSION MINUTES
