<br />r <br /> <br />adaptive reuse of historic buildings was something that was discussed extensively by the <br />Downtown Specific Plan Committee. While it was recognized that Downtown's historic <br />buildings and architecture contributed significantly to the area, and that they should be retained, <br />the Committee and the Plan did recognize the need to make the buildings in Downtown <br />functional. When modifications to existing buildings were proposed, they would be acceptable if <br />those modifications were consistent with the design detail of the historic building. <br /> <br />Mr. Iserson noted that the new Downtown Design Guidelines were not yet approved by the City, <br />but were recommended by the Specific Plan Committee and the PDA. They recognized the <br />importance of storefront windows in attracting customers. In terms of the existing design <br />guidelines, its position on storefront displays is similar. <br /> <br />Mr. Iserson noted that the Draft Historic Preservation Ordinance, still undergoing public review, <br />addressed modifications to historic resources. The Ordinance stated that there should be minimal <br />changes to the materials, that the historic character be retained, that historic features of the <br />building be repaired, that historic spatial relationships and proportions be maintained with any <br />modifications, and that the new work be compatible with the historic integrity of the building. <br />Staff believed that the proposed window modifications would accomplish those goals, and that <br />the result would be attractive, functional, and in keeping with the style of the building. <br /> <br />r- <br /> <br />Mr. Iserson believed that the neon tubing would be a precedent for downtown buildings, and <br />added that staff had not allowed other businesses to install neon bands around the tops of the <br />buildings. The PDA has not supported that design element, and staff believed that type of <br />lighting would not be appropriate for the building. Staff suggested the use of gooseneck lamps, <br />wall sconces, or lanterns mounted to the building. There were many lighting options available to <br />the applicant that would be consistent with keeping the downtown flavor. <br /> <br />Mr. Iserson advised that the Downtown Association Design Committee examined this proposal <br />twice, voting in favor of lowering the sills on September 3, 2002, providing the design and <br />architecture were compatible with the existing windows. The entire PDA Board voted in favor of <br />the modifications again on September 26, 2002. <br /> <br />Mr. Iserson noted that there had been some public comment on this item. Staff believed that in <br />balancing the needs of preserving historic buildings and making them functional and useful for <br />the downtown businesses, that the proposal was acceptable. The window treatment, including the <br />recessed windows and sill and matching mullions, would be compatible with the building, would <br />not destroy the historic integrity of the building, and would result in a building that would be <br />attractive. Staff did not support the neon tube banding. The color of the new awnings were <br />originally to be black, but was changed to a mauve color. Staff was concerned that mauve <br />awnings would not match the greens and tans proposed for the building walls. The Commission <br />may wish to comment on that item, or the applicant may address it with staff in the PDA. <br /> <br />Staff recommended approval of the design review application to modify the windows as shown <br />on the exhibits, including the deletion of the neon tube banding. <br /> <br />- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />October 23,2002 <br /> <br />Page 21 <br />
