<br />/" Ms. Eisenwinter noted that the difference between a task force and a committee had come up <br />within the group, and added that they did overlap. A task force is usually limited to addressing <br />one item, while a committee looked at several items, and is an ongoing group. <br /> <br />Commissioner Sedlak believed that the Draft Energy Plan was well-balanced, and agreed with its <br />goal of guidance, not ordinance. <br /> <br />Chairperson Maas believed that this was a great start, and she appreciated the positive approach <br />that the group and staff took. She commended both groups for an excellent job. She believed that <br />the information contained within the Energy Plan could be incorporated with schools and science <br />fairs to promote energy conservation with young people. She suggested City sponsorship of a <br />prize to promote the involvement of students. <br /> <br />Matt Sullivan appreciated the comments made by the Economic Vitality Committee. He believed <br />that the Draft Energy Plan should be implemented separately from the Generator Siting Plan. <br />The Draft Energy Plan is a policy document, of which the Generator Siting Plan is a part. <br /> <br />Commissioner Sullivan moved to support the staff recommendation, with the modification <br />based on the NRDC letter, which changes the reference on page 7, 6.e., to "environmentally <br />responsible distributed power generation," and to include the following language: <br />"Meeting the goals of the California Air Resources Board new regulations for distributed <br />generation technologies effective in 2007." <br /> <br />,.-. <br /> <br />Commissioner Sullivan wished to amend his previous motion to the modification based on <br />the NRDC letter, which changes the reference on page 7, 6.e., to "environmentally <br />responsible distributed power generation," and replaces the text "due to conscious <br />conservation efforts..." with the NRDC's suggestion of, "The conservation efforts over the <br />past year reduced Pleasanton residents' and bnsiness energy bills without compromising <br />quality oflife or critical business operations. In fact, many ofthese efforts have improved <br />quality of life and increased business profitability for customers who installed energy <br />efficient technologies that provide improved service while simultaneously lowering their <br />energy bills." <br /> <br />Commissioner Sedlak noted that he could not support that substitute language because it was so <br />long that it could leave room for misinterpretation. <br /> <br />Commissioner Sullivan noted that it was not part of the resolution, but changed the wording in <br />the recommendation. <br /> <br />Commissioner Roberts noted that it rephrased the existing language in a clearer marmer. <br /> <br />Chairperson Maas noted that the motion could include the text as a suggested replacement. <br /> <br />Commissioner Sullivan agreed with that suggestion. <br /> <br />- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />October 23, 2002 <br /> <br />Page 13 <br />
