Councilmember McGovern said meetings were very amicable; everyone was looking for <br /> solutions and she believes that the resolution came about based upon the six points. She <br /> thanked the Livermore Council for adopting the resolution and hopes the Council does the <br /> same. <br /> Councilmembers acknowledged the cooperative efforts of the City of Livermore. <br /> MOTION: It was m/s by McGovern /Cook - Kallio to adopt Resolution No 10- 400 approving a joint <br /> cooperative effort with the City of Livermore regarding the Livermore Airport. Motion passed by <br /> the following vote: <br /> Ayes: Councilmembers Cook - Kallio, McGovern, Thorne, Mayor Hosterman <br /> Noes: None <br /> Absent: Councilmember Sullivan <br /> 14. Consider recommendation to temporarily suspend Holiday Ice Rink operations in FY <br /> 2010/11 <br /> Director of Parks and Community Services Susan Andrade -Wax provided a brief history of the <br /> project, stating that in April 2009, the San Jose Arena Management (SJAM) proposed operating <br /> an outdoor ice rink during the holiday season beginning in 2009 for the following five years. <br /> Their proposal looked at the two possible outcomes of increasing an interest in offering another <br /> recreational amenity during the holiday season, and hopefully stimulating the economy <br /> downtown by offering an opportunity where people would gather. The City agreed to partner <br /> with them and the first season began. <br /> Over the six weeks of the first season, the City and SJAM held ice skating classes and offered <br /> drop -in opportunities for people to open skate. There were approximately 10,000 participants <br /> that comprised of tickets sold, ice skating classes, and open skate and this was far more than <br /> they had hoped of 20,000 to 30,000 individuals. Staff and SJAM discussed opportunities in <br /> future years in order to increase participation. They looked at an ideal location where the rink <br /> would be more visible and active, as well as the opportunity for increased sponsorships. The <br /> sponsorships generated last year were far less than both parties were hoping for. The original <br /> thought was that it would be several hundred thousand dollars, but due to the economy, this did <br /> not materialize. <br /> Ms. Andrade -Wax stated that the ice skating rink last year was offered out of the library parking <br /> lot. Although it was accommodated nicely, it displaced many patrons and was not close enough <br /> to the downtown area to stimulate businesses as hoped. Staff met with SJAM and looked at <br /> other locations, primarily in the downtown. They reviewed Delucchi Park, Stoneridge Mall, and <br /> Alameda County Fairgrounds. Both Stoneridge Mall and Alameda County Fairgrounds would <br /> require lease payments and would still not have the financial impact for the downtown area. <br /> Delucchi Park possibly would; however, it would cost approximately $50,000 to renovate the <br /> park and restore it to its original condition after removal of the ice skating rink. Another concern <br /> was that it would incur noise, light and undesirable impacts to the adjacent neighborhood. <br /> Based on this research, the available sites, and without additional funds to augment those <br /> costs, the decision and suggestion from SJAM was to suspend the operation this year until an <br /> ideal location, hopefully downtown, and additional revenues and /or sponsorships materialized. <br /> City Council Minutes Page 5 of 10 September 21, 2010 <br />
