<br />r- <br /> <br />Commissioner Sullivan was glad that the project was acceptable to the neighbors, and <br />that the Groves and Roberts were able to compromise. However, he did not like the plan <br />to transform open space to a PUD-LD residential lot. He believed that ran counter to the <br />City's rationale for the creation of open space. He agreed with Commissioner Roberts's <br />assessment of Mr. Swift's action, but believed that the location of the building envelope <br />was an environmental problem from a location and tree removal standpoint. <br /> <br />Commissioner Roberts did not agree that the house's location on the ridge violated the <br />Open Space area. She would like to see the house design and the grading plan. <br /> <br />Commissioner Sullivan noted that he adamantly supported the Commission's review of <br />the house design. <br /> <br />Commissioner Arkin noted that he supported the proposal, and understood his fellow <br />Commissioners' points of view. He was glad that the applicants came to an <br />understanding, and that the neighbors supported the project. He believed this was a <br />unique situation, and added that they were following the process. <br /> <br />Chairperson Maas expressed concern about how far the process could be pushed. <br /> <br />Commissioner Arkin noted that from the City's perspective, the middle lots were not <br />being changed. He added that was a significant item. Commissioner Roberts agreed with <br />that assessment. <br /> <br />r <br /> <br />Chairperson Maas noted that she would not be able to support the application, and <br />believed that it had been previously resolved. She noted that a great deal of time had been <br />invested in this project, and they had arrived at a win-win situation. <br /> <br />In response to an inquiry by Chairperson Maas, Assistant City Attorney Lynn Tracy <br />Nerland advised that the motion would fail with a 2-2 vote, and that the applicants would <br />be able to appeal to the City Council. <br /> <br />Commissioner Roberts moved to approve PSP-3 and PUD-82-10-10M as <br />recommended by staff, with the following modifications: <br />. adding a condition that the Planning Commission would perform a <br />Design Review of the architectural design, grading, and fmal plans for the <br />house; <br />. a recommendation that the house be moved as far to the west as possible, <br />and that it be lowered by five feet; <br />. the building envelope should not be treated like a building pad, according <br />to Grey Eagle CC&Rs. Any accessory structures should be minimal, and <br />she did not want to see any swimming pools.
