In response to Chairperson Maas' question, he confirmed that those changes <br />were addressed in their June 7 letter to staff. <br /> <br />Mr. Ebrahimi noted that the original grading plan was retained in the package as a point <br />of reference. Alternative A incorporated most of the comments from staff and the study <br />seSSIOns. <br /> <br />In response to Commissioner Sullivan's question regarding open space, Mr. Ebrahimi <br />replied that the vineyards could co-exist with the heritage oaks. After working with staff, <br />and after listening to the Planning Commission's comments, they elected to remove them. <br />Mr. Ebrahimi demonstrated the location of the vineyards, and the differences between the <br />original plan and Alternative "A." <br /> <br />A discussion of the bioswales and fencing of the cattle pen ensued. <br /> <br />Mr. Swift advised that staff did not support the solid wood fence because of its <br />unattractive appearance on the property line along the access road to the Thibault and <br />Madden properties. Staff discussed shrubbery and hedge types with the Foleys for that <br />area. Staff was comfortable with planting trees on top of the berm to screen the taller <br />houses. <br /> <br />Mr. Ebrahimi noted that originally, green building was to have been offered as an option. <br />The applicant is now prepared to offer it as a standard on the pre-wire, and on the <br />r- photo voltaic system as an option. <br /> <br />In response to Commissioner Arkin's question regarding whole house fans, Mr. Ebrahimi <br />replied that the Night Breeze fan was only installed in three homes in the United States, <br />including the Centex home in Livermore. He added that each unit added an additional <br />$6,000 to what was currently installed in the home, and that a 4,000 square foot home <br />would need two units. The system is an experimental hydronic system that works off the <br />water heater. He added that it did not approach the comfort level of the normal air <br />conditioning system. He added that once the system is developed further, he would re- <br />examine the issue. He noted that they were not included in the plan because standard <br />whole house fans were readily available through home improvement stores. <br /> <br />A discussion of whole house fans ensued. <br /> <br />c~ <br /> <br />Mr. Ebrahimi stated that applicants accepted all staffs conditions with the exception of <br />modifications to two items. He noted that on page 9, condition 15 stated, "The last <br />building permit for the MDR lots shall not be issued until the vineyard plantings with <br />permanent irrigation facilities have been completed." He noted that at the study session, <br />they preferred to install the vineyards at the completion of the project. This community <br />has only 18 homes, and they would be started at the same time. This condition required <br />Greenbriar to install the vineyards before the construction of the community commenced. <br />He noted that would not be practical or cost-effective.
