The nature of the option was still under discussion. <br /> <br />In response to Commissioner Arkin's question, Ms. Seto confirmed that the City was part <br />of the negotiations and has veto power regarding the option. She advised that if the <br />proposal came before the City, it could exercise its zoning authority. <br /> <br />Commissioner Sullivan noted that the Planning Commission would not take any action <br />on this item and that the workshop is an opportunity for the Planning Commission to hear <br />from the developer, and for the community to provide comments. The item would return <br />to the Commission in July for action and would go to the City Council following that <br />action. <br /> <br />Ms. Pam Hardy, Ponderosa Homes, noted that this was the fifth in a series of workshops <br />that commenced in June 2001. She noted that the valuable input from the workshops <br />helped Ponderosa develop the concept, and that the application was filed in March, 2001. <br />She added that the public open house was well attended, and that they received very <br />positive feedback, which was used to refine the revised development application that was <br />submitted to staff. <br /> <br />,- <br /> <br />Ms. Hardy provided an overview of the land use and described the housing proposal, <br />including the three housing product types and locations. She detailed the street systems, <br />and the location of the trail. She noted that the Operations Service Center land would not <br />be needed and that the plan would be modified as such. <br /> <br />In response to Commissioner Roberts's question regarding the design differences <br />between each of the models, Ms. Hardy replied that there were three different fa<yade <br />treatments for each house. She added that there were black and white reductions of those <br />elevations in the Commissioners' packets. <br /> <br />Ms. Hardy advised that they had a detailed plan ofthe park layout, which included a pool <br />and a small cabana building that would be maintained by the Homeowners Association. <br />She noted that a publicly accessible trail would connect the two neighborhoods, and that <br />a trail link was being provided as per the Master Parks and Trails Plan. <br /> <br />In response to Commissioner Arkin's question whether the senior apartments would have <br />its own recreational facility, Ms. Hardy replied that they would be able to use the <br />community pool and the cabana building. She noted that Mike Goldsworthy would detail <br />that item in more detail. <br /> <br />Commissioner Arkin stated that he believes that the senior apartments should be closer to <br />the recreational facilities, and would like to see more unification in the facilities design. <br />Ms. Hardy noted that they were mindful to provide a site plan design that encouraged the <br />people in the neighborhood to walk amongst neighborhoods and to the park.
