<br />r Commissioner Roberts noted that it would be nice to have the senior housing spread <br />around the City so that it did not look like a retirement community in Florida. She <br />believed that some senior citizens may enjoy being near single-family homes, and not <br />segregated from the rest of the community. Commissioner Arkin concurred with her <br />opinion, and requested that those items be documented. <br /> <br />Commissioner Sullivan suggested examining on-site commercial uses, such as a small <br />grocery store, which would make the senior community more walkable. <br /> <br />Regarding the church, Commissioner Arkin supported the concept, but was concerned <br />about it becoming sprawling and massive. He added that he would support the <br />community's wishes, and hadn't heard any complaints about the design of the church. <br /> <br />Commissioner Sullivan requested that the Ponderosa bring back full conceptual drawings <br />at a public hearing. <br /> <br />Commissioner Roberts liked the design of placing the sanctuary in the middle of the <br />building. <br /> <br />A discussion regarding traffic flow in the area ensued. <br /> <br />r' <br /> <br />Commissioner Sullivan advised that he had some problems with the Traffic Report, <br />particularly regarding the traffic on Valley. He added that he had a lot of problems with <br />the assumptions in the 2001 Traffic Report, particularly with Highway 84. He believed <br />many of the proposed mitigations were not acceptable, including dozens of additional <br />traffic lights, the removal of crosswalks, the Stoneridge Drive Extension, and the West <br />Las Positas interchange. He was not sure that the traffic problems on Valley could be <br />solved. <br /> <br />Commissioner Arkin noted that the traffic on Valley was bad now, and believed that it <br />would become worse. <br /> <br />A discussion with Jeff Knowles on the traffic model ensued. <br /> <br />Regarding traffic and circulation, Commissioner Sullivan believed that there was too <br />much traffic on Mohr and Kamp, and suggested that fewer units be built on those streets. <br /> <br />Commissioner Sullivan noted that he would like to see the City and developer explore <br />traffic calming measures on Mohr to slow the traffic, and that he would like to examine <br />those options with the neighbors. <br /> <br />Ms. Hardy displayed the traffic calming measures, including the tapering of the streets <br />and bulb-outs that would force the drivers to slow down. <br /> <br />r- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />June 26, 2002 <br /> <br />Page 15 <br />
