<br />-.. Staff recommended approval of the proposed project. Mr. Iserson noted that he had <br />distributed a memo advising of a minor change in the wording ofthe design guidelines <br />regarding the landscaping. <br /> <br />Commissioner Kameny inquired whether the three and four lot plan met the density <br />requirements for minimum lot sizes. Mr. Iserson replied that all the requirements for lot <br />sizes and development standards would be met, with the exception of the rear and side <br />yard setbacks on the PUD-A lot. The density question was open to some interpretation. <br /> <br />Commissioner Roberts inquired whether there were any five acre "A" lots in North <br />Sycamore under the just-adopted Specific Plan. Mr. Iserson could not say specifically, <br />but added that under the Specific Plan, they were allowed to go down to one acre as a <br />general rule. <br /> <br />There was a discussion about F ARs in the NSSP and for the proposed development. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />r- <br /> <br />Russell and Betty Moreira, 558 Sycamore Road, applicants, summarized their project <br />plans, and believed that the site was appropriate for dividing it in four lots. Mrs. Moreira <br />noted that their lot was flat, and surrounded by lots of equal or smaller size. With the <br />exception of the lot next to Sycamore Creek Road, the other lots will not be clearly seen <br />from the street. She added that the proposed lot sizes were consistent with the North <br />Sycamore standard size. <br /> <br />Mrs. Moreira advised that during the review process, they addressed the roadway behind <br />the Greenbriar Subdivision, and relocated it to the west side, per their request. They sent <br />Greenbriar a letter on March 6, 2002, and had not received a response regarding the <br />repayment for the moving the road. She added that they received their first comment <br />from Greenbriar earlier in the day regarding the request to build one-story homes on Lots <br />2 and 3; she believed that was hypocritical because she had asked for one-story homes to <br />be located behind their residence to protect their privacy. She stated that their request was <br />ignored, and she found it interesting that Greenbriar was concerned about their future <br />homeowners' privacy. They were told that the one home that was not yet built on <br />Sycamore Creek Road has been slotted to be a two-story home, and that it was too late to <br />change it. The Moreiras made that request before the models were built. She added that <br />the property where the models were built was graded two to three feet above their <br />property. She believed that their request was unreasonable. <br /> <br />".-. <br /> <br />Mrs. Moreira noted that she had not been aware of Janet Burton's opposition to the four <br />parcels until just before the hearing. She added that Ms. Burton had developed her own <br />half-acre parcel by building a new home alongside the original home. Although the <br />Moreiras were not happy with that plan, they did not oppose it because they believed that <br />Ms. Burton had the right to improve her property. She noted that they would also like to <br />enjoy that right with their property. Mrs. Moreira believed that their project did meet the <br />NSSP requirements.
