He noted that he was planning to make this his primary home, and he <br />had only bought and sold one home, as opposed to what Dr. Myers stated. <br /> <br />In response to Commissioner Roberts' question regarding trees, Mr. Severn noted that he <br />planned to plant enough foliage for adequate screening. <br /> <br />Mr. Tim Sweeney, 4452 Sierrawood Lane, spoke in support of the applicant, who was his <br />next-door neighbor. He believed that Mr. Severn's plans were very well thought out, and <br />believed that it would improve the value of the neighborhood. <br /> <br />Chairperson Maas remarked that she had seen Mr. Sweeney's home, and that he had done <br />a very good job with it. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />Commissioner Kameny moved to deny appeal P AP-30, and approve P ADR-551 as <br />recommended by staff, per Exhibit B. Commissioner Roberts seconded the motion. <br /> <br />-- <br /> <br />Commissioner Roberts advised that the Highland Oaks neighborhood had been greatly <br />improved over the past 30 years, and added that many of the homes at that time were in <br />disrepair and were not painted properly. She noted that there were many two-story <br />homes, including Dr. Myers' home. She believed that planting trees would help, but <br />disagreed with the addition of obscured glazing in the master bedroom. She noted that it <br />was very difficult to meet all the codes, and was sympathetic to Dr. Myers' situation. <br /> <br />Chairperson Maas agreed with Commissioner Roberts regarding the obscured glazing, <br />and suggested removing that condition. <br /> <br />Mr. Iserson noted that after the Zoning Administrator hearing, the applicants returned <br />with a slightly revised plan, which added approximately 40 square feet on the ground <br />floor. He noted that was not exactly what was approved by the Zoning Administrator, but <br />if the Commission was inclined to approve that, staff could make a finding that it was in <br />substantial conformance with that approval. <br /> <br />Commissioner Kameny amended his motion to include the additional 40 square feet. <br />Commissioner Roberts agreed, and seconded the amendment. <br /> <br />Commissioner Sullivan noted that he had previously lived in Highland Oaks. He <br />believed that the project was a good one, and liked the applicant's plan. He expressed <br />strong concern regarding the process, and regarded that appeal process as very important. <br />He believed that the appellant was given information by City staff which led him to <br />believe that he had more time to pursue the case.
