r-

,--

,--

Commissioner Sullivan stated that he is considering coming down to the City Council meeting
when the C&D Ordinance is reviewed and present his thoughts on this item, especially about the
importance of renegotiating with Pleasanton Garbage Service to make the Ordinance work. He
asked if there was support by the rest of the Commission for him to address the City Council on
behalf of the Planning Commission, in that there was a unanimous vote on this matter and the
Commissioners were in agreement about the issues. He noted that ifhe represented the
Commission he would only convey what was stated at the Planning Commission meeting.
Chairperson Maas asked Ms. Seto for a legal interpretation regarding this matter and, also, for an
update on staffs progress in working with PGS. Ms. Seto advised that staff did approach PGS to
see if they would be interested in renegotiating that item and they indicated that they would not
be interested at this time. She advised that staff will be asking for direction on this matter from
Council in the staff report on the C&D Ordinance. She further advised that if the Commission
feels comfortable in asking Commissioner Sullivan to represent their views, he can do that. She
noted that the minutes of the Planning Commission, as well as a summary of the Commission's
recommendations are included in the staff report to the City Council. Commissioner Arkin
advised that he is fine with Commissioner Sullivan speaking on behalf of the Commission.
Chairperson Maas advised that she would not care to have him represent her thoughts on this
matter because she does not know what he is going to say, but she has no problem with him
reporting the Planning Commission's vote and comments. Commissioner Sullivan advised that
he would speak as an individual Commissioner, but he will say that it was a unanimous vote and
that it seemed like all ofthe Commissioners felt strongly about their recommendation. The
Commission agreed that this would be appropriate.

Commissioner Roberts asked for information about the walnut trees that were removed from the
property along Stanley Blvd. where Old Stanley intersects. Ms. Kline advised that Mike Fulford
was called and consulted, but because the trees did not meet the definition of "heritage trees,"
and orchard trees are excluded in the ordinance, the trees were allowed to be removed.

Commissioner Roberts advised that she and Commissioner Kameny attended the Residential
Green Building Workshop this morning and she thought it was a wonderful program with
excellent speakers. She advised that she felt the contractors wanted more specific information.

Chairperson Maas questioned what the Chamber of Commerce's recommendation was on the
West Las Positas Interchange. Mr. Grubstick advised that the Traffic Engineer made a
presentation to the Chamber after the presentation to the Planning Commission, but he is not
aware of the Chamber's recommendation.

Chairperson Maas advised that the vacant property on the corner of Main Street and Old Stanley
is being used as a parking lot by the employees of the Mt. Diablo Bank building. Ms. Kline
advised that she would ask the Code Enforcement Officer to look into this.

Chairperson Maas spoke about the entrances to the City, noting that the entrance area to the
Hopyard Village on Hopyard and Valley looks beautiful with landscaping and a monument sign.
She stated that the City has not been able to match that and she knows that there are funds in the
budget to install some monument signs at the entrances at each end of the City when you come
off of the freeway. She advised that she would like to see an area with signage and pIantings.

PLANNING COMMISSION MINUTES

April 24, 2002

Page 16
