"DRAFT" Tri- Valley Planning Commissioners' Roundtable
Meeting of AprilIO, 2002

.

Expected ridership to the proposed Livermore station is approximately 3,700
compared to the ridership at the Dublin/Pleasanton station which is 10,000-13,000.
To increase ridership, it is necessary to concentrate development around a BART
station. When this is done, BART ridership doubles.

.

Ouestions and Answers:
1. Q: Have you heard about the housing/parking development for the Dublin!
Pleasanton BART station?
A: Not familiar with this project.
2. Q: How well is the Dublin/Pleasanton station performing?
A: Using ABAG projections, doing more than expected.
3. Q: What are the CEQA requirements and when is CEQA done?
A: CEQA is done when funding is secured.
4. Q: What is the percentage of BART usage around high-density development?
A: Pleasant Hill is a good example. 30-40% usage when BART is located
around or near development.

D. Water - Is It Our Next Crisis? - John Marchand, Director, Zone 7 Water

. State water project is not complete - supplies approximately 75% of its contractual
demands.
. Lake Del Valle could supply developers/new development.
. People do not want to use wastewater for drinking water.
. High need and demand for agricultural water.
. Dual plumbing for large complexes (hospitals, large business parks) can save an
enormous amount of water.
. 25% of electricity energy in California is hydroelectric.
. Zone 7 most reliable water district in California.
. Altamont treatment plant to be built incrementally as needed.

Ouestions and Answers:
1. Q: Who gets the dollars for water flowing South and to Las Vegas?
A: Water flows uphill for dollars. 75% of the rain falls in Northern California
and 75% of the use is in Southern California. Development pays its own
way.

V.
