Forum - Brooke Littman, Housing Programs Manager, City of <br />San Ramon <br /> <br />. <br /> <br />Developing affordable workforce housing is a concern. <br />Affordable housing needs to be planned <br />. does not mean to lower standards <br />. can be done via waiver of fees, lower interest rates, grants, CDBG funds, land <br />donation, etc. <br />Tri-Valley Affordable Housing Committee is in the process of developing a <br />forum for workforce and special needs housing. State and local representatives <br />will be in attendance as well as presentations by business and community groups, <br />affordable housing developers, and housing providers. Next TV AHC meeting <br />will be April 26, 8:30 a.m. <br /> <br />. <br /> <br />. <br /> <br />Ouestions & Answers: <br />I. Q: Floating muni bonds for affordable housing? <br />A: Some communities have done this. One resource available is the <br />Housing Trust Fund that has been successful in San Jose and the Silicon <br />Valley. <br />2. Q: Have all cities adopted inclusionary housing? <br />A: Varies from community to community. <br />3. Q: What is the standard? <br />A: Again, this varies, 15-20% is the common. <br />4. Q: Do you see utility companies lowering fees to lower the cost of homes? <br />A: Should be pursued and could benefit affordable housing. <br />5. Q: Workforce housing - State mandate; do you see solution for communities <br />that are builtout? <br />A: There is a continuous pressure on the local communities; however the <br />State is looking at a maybe more regional approach to meet the housing <br />production. <br /> <br />C. BART Livermore Extension and Impacts on Tri- V allev Communities - Diane Stark, <br />Alameda County Planning Team, BART <br /> <br />. A study covering the dates of 5-1-01 to 5-1-02 was conducted to find out where <br />people are going and possible extensions for BART to serve. This study was funded <br />by a Traffic Congestion Relief Fund under Gov. Gray Davis. <br />. Two possibilities are being explored for the Livermore area - BART train in the <br />median or through downtown Livermore, or Express BART buses. The cost of each <br />is as follows: <br />. $50 million for Express Bus <br />. $1.12 billion for BART via the median <br />. The cost to install BART is $100 million per mile. <br /> <br />Page 5 of6 <br />
