<br />Mr. Lum clarified that staff's recommendation as it relates to the West Las Positas Interchange is <br />r- essentially the same as the Committee's, but staff is recommending that certain actions that relate <br />to intersection modifications and some ofthe trip reduction measures be deferred pending further <br />studies. He advised that the City's Economic Development Manager, Gail Gilpin, and Larry <br />Patterson, the consultant that led the trip reduction portion ofthe study effort, are available to <br />answer questions. <br /> <br />George Homolka, the facilitator of the Advisory Committee, introduced the members of the <br />Committee who were in attendance. Mr. Homolka began his presentation with exhibits of the <br />1964 and 1996 General Plan maps showing the area of the proposed West Las Positas <br />Interchange. He noted that the 1996 General Plan included a caveat that created the Advisory <br />Committee. He described the problem definition, the areas of representation of members serving <br />on the Committee, and the elements that were considered. Mr. Homolka presented and <br />commented on exhibits included in the Final Summary Report prepared by the Advisory <br />Committee, providing information related to intersection improvements that would be required <br />along Stoneridge Drive without the West Las Positas Interchange, as well as the freeway and <br />interchange improvements. He also provided construction cost information for the <br />improvements. <br /> <br />r <br /> <br />Mr. Homolka commented on the Caltrans process that is required to alter Caltrans' property, <br />which includes a project study report. He described the options that were considered by the <br />Advisory Committee and the design details for each of those options. Discussion ensued <br />regarding how braided ramps function and how HOV lanes could be implemented. Mr. <br />Homolka described the basic traffic assumptions, noting that all ofthe planned routes in the <br />General Plan were included, as were the funded projects in the regional transportation plans for <br />the MTC and CMA. <br /> <br />Mr. Homolka advised that Larry Patterson led the Trip Reduction and Mobility Enhancement <br />Task Force which was created by the City Council at the request of the Advisory Committee. He <br />noted that the report of the Task Force is included in the appendices for the Final Summary <br />Report. He presented a summary of the recommended actions proposed by the Task Force and <br />the cost of funding for two years. He noted that questions regarding this issue could be <br />addressed to Mr. Patterson. <br /> <br />Mr. Homolka commented on the General Plan criteria that were considered: level of service <br />criteria, development levels, parking charges, and urban design features. He noted that the <br />Committee accepted the present level of service standard of LOS D or better. He provided <br />information regarding potential funding sources. <br /> <br />Mr. Homolka presented PLAN assumptions table showing the combinations of elements. He <br />provided an overview of the PLANS, noting that PLAN C is the Advisory Committee's <br />consensus alternative and reflects what the Committee believes needs to be done to eliminate the <br />West Las Positas Interchange. He commented on the funding requirements and timing for the <br />PLANS.
