Mr. O'Hara advised that building maintenance is up to the owner, and it only becomes an <br />issue to the City Building Department ifit becomes a safety issue to the occupant. <br /> <br />Ms. Seto described the City's property maintenance standard from the municipal code which is <br />enforced by the Code Enforcement Officers; and noted that the issues related to the building <br />code and/or health and safety are enforced by the Building Department. <br /> <br />THE PUBLIC HEARING WAS OPENED <br /> <br />Carrie Wevill, 240 Spring Street, the applicant, advised that she purchased the property "as is." <br />She reported that the former owner of the property tried to convert the structure to an office <br />building, but eventually gave up because ofthe process. She advised that they bought the <br />property with the intention of converting the building to commercial and had expected to be <br />occupying it by now. <br /> <br />---- <br /> <br />With regard to the parking issues, Ms. Wevill advised that people working at her business have <br />alternating work schedules. She noted that she has been to the property many times and she has <br />never been there when it was difficult to locate a parking space on the street or in the back lot. <br />She noted that the property owner at 216 Spring Street indicated that he has never been there and <br />not found a parking space. She advised that he stated that the only time there is difficulty with <br />parking is when there is a Downtown event. Ms. Wevill advised that none of the business <br />owners on Spring Street would agree to the reciprocal parking agreement. She noted that it <br />currently works well with the "no parking" signs that are posted. She reported that they have <br />been working with City staff to develop a plan that will maintain the current look ofthe building. <br /> <br />Tim Cosetti, 3598 Wind Cave Court, advised that he constructed the new building at 216 Spring <br />Street. He provided information regarding the construction of the buildings on Spring Street, <br />noting that they were built in 1918 and no rebar was used in the construction, and because of this <br />these houses have unique problems. <br /> <br />William Miller, 252 Spring Street, advised that he is the closest neighbor to the proposed project. <br />He stated that he completely endorses the project and that the demolition and reconstruction <br />definitely needs to happen. He commented that he purchased his house "as is," and based on the <br />preliminary reports it will only cost a little more to build a new structure than it would to repair <br />the existing house. <br /> <br />In response to an inquiry from Commissioner Sullivan, Ms. Kline advised that the zoning for <br />these properties allows both commercial and residential. <br /> <br />Ms. Wevill commented that most of the buildings on this street are being converted to <br />commercial use. <br /> <br />THE PUBLIC HEARING WAS CLOSED <br /> <br />The Planning Commission recessed for a break at 9:05 p.m. <br /> <br />---- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />March 13, 2002 <br /> <br />Page 10 <br />
