<br />r Commissioner Arkin noted that if the Planning Commission actually makes text changes to the <br />document the City Council would have to take action to remove any modifications. Mr. Iserson <br />advised that the City Council staff report would clearly indicate the Planning Commission's <br />comments and recommended language revisions. <br /> <br />Commissioner Sullivan advised that he heard the Mayor say that he wanted the Update to go <br />through the public hearing process. Chairperson Maas reported that the public was invited to <br />speak at the Housing Element Task Force meetings and only a few people addressed the issues, <br />and there will be opportunity for future public hearings on the Housing Element. <br /> <br />Commissioner Arkin asked if there is a policy that relates specifically to senior housing issues. <br />Mr. Iserson advised that seniors are identified under special needs housing. Commissioner Arkin <br />advised that he attended a Task Force meeting and recommended that a policy with goals for <br />senior housing be included, as he feels this is an important issue for the community. He noted <br />that thus far his concerns have been ignored. <br /> <br />".-. <br /> <br />Commissioner Arkin if there is a section in the document that addresses livability policies for <br />high-density projects. He noted that he contacted the Police Department and asked about what <br />the they see as issues related to high-density projects. He noted that some of these issues could <br />be addressed by policies that would provide for mitigation through design and construction of <br />these projects. Mr. Iserson stated that this is a function of the Zoning Ordinance through the <br />setback, landscaping, and open space requirements, and through the design review and PUD <br />processes. Commissioner Arkin stated that it would be interesting to have the Housing Element <br />Task Force brainstorm this subject and see if there are some creative ways to address some of the <br />issues that occur when a lot of people live in a small area. <br /> <br />In response to an inquiry from Commissioner Arkin regarding the maintenance of the <br />community, Mr. Iserson advised that there is a housing rehabilitation program and there are <br />policies about maintaining neighborhood character. <br /> <br />Commissioner Arkin noted that the Planning Commission has previously recommended that a <br />category for "super green houses" be included in the Growth Management allocations. Mr. <br />Iserson advised that the section on environmental protection has been strengthened considerably, <br />but it is not tied to Growth Management approvals. Commissioner Arkin stated that he would <br />like to add a provision for a "super green homes" category. <br /> <br />Commissioner Arkin stated that he would like to see a policy that ties the construction of new <br />buildings in the community with the ability of the local and regional transportation system to <br />absorb these new units. He stated that he would also like to see the requirement for new <br />development to actually pay its fair share of its impact on the regional transportation system. <br />Mr. Iserson advised that there are references in the Growth Management policies to allow growth <br />dependent on infrastructure, and roads and transportation issues are part of the infrastructure that <br />is reviewed every year as a part of the Growth Management program.
