The Specific Plan is intended to be a guide <br />for the future development and preservation of the area and considers such issues as <br />land use, parking, transportation, design, historic preservation, parks and trails, and the <br />use of the Alameda County Transportation Corridor. <br /> <br />r- <br /> <br />Mr. Rasmussen presented the staffreport, providing an overview of the Planning Commission's <br />review of the Downtown Specific Plan documents and the process that has taken place since the <br />Planning Commission's meeting on November 28. He noted that in addition to the Final EIR, <br />there are three other documents that are presented this evening for a recommendation: the State <br />required Findings of Facts for Certification of an E1R; Statement of Overriding Considerations; <br />and the Mitigation Monitoring Plan for the Proposed Specific Plan. Mr. Rasmussen noted that <br />there are also a series of minor General Plan Amendments that are a part of this project and staff <br />is recommending action on these amendments. He advised that correspondence has been <br />received from several parties today, including a letter from Martha Morris expressing opposition <br />to the train coming into the Downtown. He reported that a petition signed by 52 people was also <br />submitted in support of the Downtown Specific Plan recommendations that will increase parking <br />and reduce traffic congestion in the Downtown area, and that any future consideration of the <br />proposed excursion train be concentrated in the area south of the Senior Center, avoiding the <br />Downtown core. <br /> <br />Mr. Iserson reported that staff believes most of the issues relating to the Downtown Specific Plan <br />have been resolved.
