<br />in the Plan about transportation management and consolidating Downtown offices and <br />r- businesses into one group to do more transportation system management, and there is a letter <br />from Wheels encouraging the use of public transit. <br /> <br />Commissioner Sullivan advised that he agrees with Commissioner Harvey that if you make it <br />easier to drive, it is a disincentive for public transportation, and the more difficult it is to drive, <br />the more incentive there is for public transportation. He advised that one of the legitimate ways <br />Cities have tried to encourage transportation is by reducing or charging for parking. <br /> <br />Chairperson Maas expressed concern that they are gambling with the Downtown and she wants <br />to make sure that the Downtown is accessible, because the Downtown depends on the people <br />coming to the Downtown. <br /> <br />Commissioner Roberts advised that she would vote for staffs recommended wording. <br /> <br />Commissioner Arkin stated that he thinks the community wants more parking downtown, and, <br />therefore, he will support this. <br /> <br />Commissioner Sullivan advised that whatever happens regarding parking, he wants to be sure <br />that there is no conflict between parking and the trail use. He further advised that he thinks it is <br />very important that the City acquire the right-of-way and he does not want to see structures built <br />in the transportation corridor. <br /> <br />,.-- <br /> <br />Commissioner Harvey advised that his primary objection is the use of the corridor for a parking <br />lot. <br /> <br />In response to a request from Commissioner Arkin for a legal analysis regarding the <br />transportation corridor, Ms. Seto advised that it is her understanding from the County's <br />representative at a previous meeting that the County purchased the transportation corridor using <br />transportation funds, and because of the findings of a State audit that the land is not being used <br />for transportation purposes, they will need to refund those monies by selling the corridor, She <br />further advised that City staff has been in discussion and negotiations with the County regarding <br />acquisition of the corridor. She noted that there should be no problem with designating the <br />corridor for parking or trails, or whatever is proposed. <br /> <br />Vote: 3-2 to support staff's recommendation to amend Parking Policy 1.
