<br />Discussion ensued regarding trail access to the Arroyo. Ms. Seto advised that the Commission <br />r could encourage or recommend trail use, but the trail issues should be resolved at the time the <br />PUD development plan comes before the Commission. <br /> <br />Commissioner Arkin advised that he will support commercial or office, as he feels it is easier to <br />control the impacts. <br /> <br />Commissioner Roberts stated that she has no problem with office, but she has a problem with ten <br />residential units. <br /> <br />Commissioner Arkin stated that he also has a problem with ten units. <br /> <br />Recommendation: the use for 325 Ray Street be strictly high-density residential use and strongly <br />encouraging some public access to the Arroyo, and whatever development that is proposed be <br />fitting with that the setting. Vote: 3-2 (Commissioners Arkin and Roberts voted no). <br /> <br />Public Restrooms <br />There was consensus to accept staff's recommendation. <br /> <br />Southern Gateway into Downtown at Main Street and Bernal Avenue <br />Commissioner Roberts stated that she likes the more open language. The Commission <br />concurred. <br /> <br />,,- <br /> <br />Parking Exemption for Small Building Additions <br />There was consensus to accept staff's recommendation. <br /> <br />Rose A venue Extension <br /> <br />Discussion: <br /> <br />Commissioner Sullivan stated that he does not agree with staff regarding the extension of Rose <br />A venue and that he thinks it will create problems with cut-through traffic that will impact the <br />neighborhood. He advised that he would like to see the City Council not put this in the Specific <br />Plan, as it will be difficult to remove. <br /> <br />Commissioner Roberts stated that she does not see that this will be a real cut-through route, <br />especially with traffic calming devices, and she does not want to remove it from the Plan. <br /> <br />Chairperson Maas stated that she concurs with Commissioner Roberts, and that she would hope <br />that when the County Fair is operating some signage would be put in place. <br /> <br />Commissioner Harvey stated that he feels staff's reasoning to support this issue is a little weak. <br />He also noted that this is a fairly narrow street, with cars parked on both sides, and he has been <br />on this street for running and riding his motor scooter and it is a little dangerous.
