Commissioner Arkin questioned what incentives would be provided to property owners. Mr.
r- Rasmussen stated that staff could bring back a list of typical incentives that would be available.

Chairperson Maas commented that the Planning Commission has been concerned that the
remodeling of older houses frequently result in a structure that is significantly larger than the
original building, with minimum setbacks. She noted that this is not the flavor of what is desired
in Downtown Pleasanton. Mr. Rasmussen advised that this is addressed in the Specific Plan, the
development plan review process, and in the design guidelines that are being prepared for the
Downtown. Discussion ensued regarding this issue.

Commissioner Sullivan noted that it appears the proposed membership of the task force is heavy
on professionals and light on lay-citizens from the community. He suggested that more citizens
be included, as well as individuals from the older neighborhoods.

Commissioner Sullivan stated that he is not sure that the Ordinance goes as far as it should to
protect the historical resources.

Commissioner Arkin advised that he cannot envision why anyone would want to have their
property designated as a "property of merit," and without that, the Ordinance only affects
approximately a dozen buildings in the City.

r

Mr. Judd reported that in an area like Pleasanton where there is a premium and value placed on
historic character, people become very interested in this designation, particularly where there are
incentives available. He noted some of these incentives.

Commissioner Arkin stated that he feels Mr. Dunkley presented some interesting comments and
suggested that some of Mr. Dunkley's thoughts could be drafted into the Ordinance.
Commissioner Arkin noted that he likes the idea of having neighborhoods involved.

Chairperson Maas advised that this item would be continued to a future meeting and brought
back with the Downtown Specific Plan. Commissioner Arkin asked that these be the only two
items on the agenda for that meeting.

7. MATTERS INITIATED BY COMMISSION MEMBERS

Commissioner Roberts commented on an newspaper article regarding condominiums being
wiped from the housing market.

Chairperson Maas stated that regular cars are being parked in the spaces designated for electric
car hook-ups at the mall. Ms. Seto advised that they are trying to bring some enforcement to this
issue, noting that people are also parking in spaces designated for police vehicles.

Chairperson Maas commented on the repainting of the Mexico Lindo restaurant. Ms. Kline
reported that this is a Code Enforcement issue and they have not yet filed an application to
repaint the building with those colors.

r

PLANNING COMMISSION MINUTES

November 28,2001

Page 16
