<br />feel better if all of the buildings were two-story buildings, but she would not support more <br />r buildings. <br /> <br />Ellen Olson, 301 Diamond Court, advised that they have been involved in this planning process <br />for about 12 years and they have attended all of the meetings. She commented that notifications <br />of the two previous meetings had been sent out, but no notification was sent for this meeting. <br />She questioned whether the roof top is the top of the building; is there an agreed-upon maximum <br />height; was this to a campus atmosphere; were the views of the lake to be retained; and would <br />heritage trees be cut. She noted that the City planner that consistently comes to the <br />neighborhood meetings is not the City planner that attends the Planning Commission meeting, <br />and that she feels on a large project such as this, it would warrant having the same Planning staff <br />member in attendance to answer questions and provide background. She stated that Applied <br />Biosystems has come up with an excellent plan for a business park, they have listened to the <br />citizens, and they have made changes. She advised that she was able to walk on the Kaiser <br />campus freely, under the stipulation that she signed in and out with security. She stated that she <br />feels something can be worked out to allow a public walking trail on the site. She noted that it is <br />important to maintain the willow trees. <br /> <br />Discussion ensued regarding the proposed line of trees to the lake. Chairperson Maas noted that <br />she has some concern about what this will look like. Ms. Olson advised that she does not see <br />any need to include these trees. <br /> <br />r <br /> <br />Ms. Olson stated that she wants to see the view of the lake preserved from the north and south, <br />and suggested that lower bushes be installed in this area. She asked that the City consider the <br />planting in the median so that their views can be continued. She stated that some of the 15- <br />gallon trees that are going to be planted should be 30-gallon trees to attain the campus <br />atmosphere. Ms. Olson commented on the building color, referring to the house on Foothill <br />Road which was painted a color lighter than what was approved. She noted that she feels the <br />color is still too light. She asked that the gateway be restored and the campus atmosphere be <br />restored. <br /> <br />Discussion ensued regarding the building colors and effects of using lighter and darker colors. <br /> <br />r <br /> <br />Russ Swerdon, 6558 Hanover Court, stated that in looking through the staff report he feels it <br />lacks objectivity. He commented that in the report a comparison of the building height and <br />mechanical enclosures is made to possibly two of the worst offenders in town: the Carr America <br />building and the Hines building. He stated that the typical mechanical enclosure height is <br />probably seven to nine feet. He questioned whether air handlers could be placed adjacent to the <br />building. He cited other issues that he felt should have been commented on in an objective <br />manner in the staff report. He noted that he is in favor of a perimeter trail system, and he feels <br />the language in Condition #39 requiring the applicant to explore with the City opportunities to <br />establish a trail is ineffective. He recommended that the language be revised to read that the <br />applicant shall establish a publicly accessible loop trail around the perimeter of the site on terms <br />mutually satisfactory to both parties. He suggested that language could also be included <br />regarding the applicant exploring lake access from the nearest portion of the perimeter trail.
