comes from regional agencies, and the monitoring is done every two years, not every year, so the
.r- information that we have is from last year.

Commissioner Roberts commented that Associate Planner Greg Plucker suggested that in order
to meet ABAG requirements that the General Plan would need to be changed to allow for 712
homes per year, but the General Plan provides for that anyway (650 homes, plus 100 if
affordable), so she does not understand why the General Plan needs to changed. Mr. Swift
advised that the General Plan does not have to be changed with respect to the maximum if the
712 number is correct, depending on what year we begin building the higher number of houses,
but the Growth Management Ordinance would need to be amended once this number reaches a
higher level.

Continued to November 14, 2001.

7. MATTERS INITIATED BY COMMISSION MEMBERS

Commissioner Arkin stated that at the last meeting he asked why the Planning Commission was
not participating in the Busch Property planning process and it looks like they are not going to
participate in the alignment of Stoneridge.

Ms. Seto advised that based on the comments that the Commissioner Arkin raised, staff met with
the City Manager and other Department Heads regarding these issues. She provided the
following information:

,,-

West Las Positas Interchange: Pending any last minute changes, the Task Force is going to
recommend a full environmental review for both the West Las Positas interchange and the option
of widening the Stoneridge interchange. The City Manager has directed that these
recommendations would first come to the Planning Commission and then go on to the City
Council.

Stoneridge Extension: Because of deadlines regarding the development agreement that the City
has with Standard Pacific, the City Council, at their November 6 meeting, is going to be deciding
the routing for the Stoneridge extension; however, the City Manager wants to make clear that
whether or not that extension will go through will still be a matter to be decided through the
normal process (the Planning Commission will make a recommendation to the City Council).

Busch Property: The City Manager has indicated that because of the controversy regarding this
area, it will be most efficient if the City Council provides the initial direction as to what it would
like to see in the area, with planning details and issues reviewed by the Planning Commission
and a recommendation forwarded to the City Council for final decision.

Commissioner Roberts asked if staff knows what is happening in front of the medical offices at
the corner of Cedarwood and Santa Rita, behind the Post Office, where the berm has been
removed and a large truck has been parked. Ms. Kline advised that she will have Code
Enforcement look into this issue, noting that the owner did approach the Planning Department

~

PLANNING COMMISSION MINUTES

October 24, 2001

Page 18
