<br />Commissioner Roberts stated that the project is extremely well designed but that it would not be <br />r wrong to go back and discuss other possible uses for the site. Zoning for the property is PUD-RDR/LDR (Planned Unit <br />Development - Rural Density ResidentiallLow Density Residential) District. <br /> <br />Heidi Jo Kline presented the staff report, explaining the history of the application and the site. <br />She indicated that the PUD project was originally approved in 1999 for the Lemoines, and the <br />parcel was eventually subdivided into three lots with Mardel owning the eastern portion where <br />the 12 homes were to be built. She stated that the East Bay Regional Park District (EBRPD) and <br />Ann Sorensen, adjacent property owner, have an access easement over the northern private road <br />on the property. She added that the applicant would provide EBRPD with $145,000 to build a <br />staging-area road leading to the EBRPD property and for related signal and intersection <br />improvements on Foothill Road. Ms. Kline explained that the PUD approval would expire on <br />October 19, 2001, unless the applicant records its final map, which process was been slowed <br />down by unexpected delays with regard to its environmental permits. She advised that the <br />applicant now has all those permits and is in the process of completing a few final map <br />requirements. Ms. Kline indicated that the Planning Director had determined that this would be <br />a minor change to the PUD, and notices were sent out to neighbors within a I,OOO-radius of the <br />project site. No comments were received from the neighbors, but after the Planning Director <br />approved the extension, Commissioner Sullivan appealed that decision.
