<br />,,- Commissioner Arkin indicated that he did not have enough information to make a decision on <br />this project. <br /> <br />Commissioner Arkin moved to delay any action on the project for a month or two to allow <br />staff to prepare a big picture and analysis ofthe area for presentation to and discussion by <br />the Commission at another meeting. Commission Sullivan seconded the motion, with an <br />amendment to include potential transportation corridor uses for the area. <br /> <br />Commissioner Roberts inquired if staff had any information on the property where the grocery <br />store is proposed to be built. <br /> <br />---- <br /> <br />Ms. Kline said yes. She stated that the big picture at this time is the General Plan, and the <br />General Plan designates this site as "General and Limited Industrial." She indicated that the <br />properties to the south are designated "Service-Commercial" and that the McDonald's <br />Restaurant, the grocery store, and auto repair places are consistent with this. She explained that <br />the General Plan indicates that the transportation corridor is intermodal and can be pedestrian or <br />light rail. She explained that some years ago, it was anticipated that light rail would come <br />through Hacienda, but when BART came out to Pleasanton, Alameda County abandoned its <br />plans to put in a light rail system. Ms. Kline continued that from the planning perspective, <br />housing and industrial in this area are not compatible because of the power lines and potential <br />EMF, the heavy industrial noise and air pollution, and the active rail line. In addition, there are <br />very few industrially zoned areas remaining in the General Plan since a lot of them have been <br />up-zoned. <br /> <br />Chairperson Maas concurred with Commissioner Arkin's suggestion, adding that she would like <br />to include the feasibility of having affordable housing on the site. <br /> <br />Commissioner Sullivan concurred as well and suggested further that the big picture include the <br />zoning of each of the parcels in the area. He also proposed that the transportation corridor issue <br />be discussed, including what the General Plan and the Trails Master Plan say about the corridor <br />and the trails, and the possibility of having some kind oflight rail transportation on the corridor. <br /> <br />Commissioner Harvey stated that he felt the project was appropriate for the area. He pointed out <br />that the self-storage facility would be a relatively benign land use considering other potential <br />land uses, and that it does not create a lot of pollution, does not generate a lot of traffic, and <br />provides a buffer for whatever will go behind it. He indicated that if this item is continued to <br />another meeting, it would be good to know whether this project would impact any real possibility <br />of utilizing the transportation corridor. <br /> <br />Commissioner Kameny did not agree with Commissioner Arkin's proposal. He indicated, <br />however, that if the Commission would look at the transportation corridor, he would like the <br />picture to show the connecting points along the entire transportation corridor. <br /> <br />.-- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />October 10, 2001 <br /> <br />Page 8 <br />
