<br />c. Actions of the Zoning Administrator <br /> <br />,,- <br /> <br />No action was taken. <br /> <br />d. Update of Housing Element Task Force; Comments to Liaisons <br /> <br />Commissioner Roberts advised that the Housing Element Update Task Force has completed its <br />meetings and that no vote was taken on the Update. She noted that there was general consensus <br />on the majority ofthe issues, but also very strong disagreement on one portion. She stated that a <br />joint session would be held among the City Council, Planning Commission, and Housing <br />Commission sometime in mid-November and that the Commissioners would receive a packet <br />prior to the session. She encouraged the Commissioners to look particularly at the growth <br />management portion, wherein the Task Force wants to comply strictly with the ABAG <br />requirement of750 houses a year, 100 of which would be affordable. She noted that the green <br />building portion is fairly substantial and that the land use issues are, in effect, recommendations <br />for a new land use plan which will come with the new General Plan. The Task Force has <br />indicated on a City map all the areas it wants to be rezoned to "High Density Residential," which <br />includes all of the industrial areas in the City except the ten-acres at the church in the Valley <br />Trails area, because high density cannot be located in the in the middle of the neighborhood. <br /> <br />---- <br /> <br />Commissioner Maas urged the Commissioners to read the packet and voice out their concerns at <br />the joint session. She pointed out that the comments from that evening, especially from the <br />Council, will be put together and could change the Housing Element if the views are that strong. <br />The document will then go to Sacramento to be filed as a draft and for its comments and <br />approval, after which it will come back to the Planning Commission for its recommendation and <br />to the Council for its approval. <br /> <br />Commissioner Arkin noted that the Commission would have at least one meeting before the joint <br />session and suggested that the matter be discussed then. <br /> <br />9.
