<br />- <br /> <br />Commissioner Roberts then brought up a matter presented to her by a concerned citizen <br />regarding animals in the Bernal Property, Applied Biosystems, and Castlewood Heights areas. <br />The citizen stated that these three simultaneous developments have caused animals looking for <br />access under 1-680 to end up at Happy Valley Road because there are is a chain link fence at the <br />bottom ofthe Castlewood Heights project. Commissioner Roberts indicated that she disagreed <br />with the citizen because the main reason the animals are coming down is because there is not <br />enough food up in the hills and they are starving. The blue oaks did not have any acorns this <br />year; the water stopped in April; and the trees have already dropped a third of their leaves. <br /> <br />Chairperson Maas noted that everyday for the past ten days, there has been a dead deer on <br />Foothill Road. She expressed concern for students and other motorists on the road and inquired <br />if staff could contact the property owners along Foothill Road to have them either rebuild or <br />reinforce their fences to prevent the deer from entering Foothill Road. <br /> <br />Commissioner Roberts commented that a similar situation exists along Vineyard Avenue with <br />three dead deer on the road in the past week. She stated that fences as tall as eight feet would be <br />necessary to prevent the deer from jumping over them. <br /> <br />Mr. Grubstick replied that while an eight-foot tall fence would prevent deer from getting onto the <br />road, it would also keep stranded deer on the road and prevent them from getting back to the <br />hills. He commented that the first step would be to install more signs for deer crossing to remind <br />motorists to slow down. He added that he would talk to the animal control officer for <br />recommendations on how to keep deer from the road. <br /> <br />r- <br /> <br />Commissioner Sullivan thanked stafffor writing letter regarding the Commission's comments on <br />the Draft Compact for a Sustainable Bay Area. He requested that copies of the letter be provided <br />to the City Council for its information. <br /> <br />8. MATTERS FOR COMMISSION'S REVIEW/ACTION <br /> <br />a. Future Planning Calendar <br /> <br />Commissioner Kameny inquired if the land on which PUD-11/PGPA-3/PSP-2, Pacific Homes <br />Union, is proposing to build ten homes on Ray Street is one of those designated to become High <br />Density Residential under the new Downtown Specific Plan. He inquired why single-family <br />homes, which would be medium density, would be discussed if this is the case. <br /> <br />Ms. Kline replied that this is the reason why the application includes a rezoning of the General <br />Plan and a Specific Plan amendment. She added that no activity has been seen on this project <br />and that she would check with Mr. Greg Plucker, Associate Planner for the project, regarding its <br />status. <br /> <br />b.
