<br />r- <br /> <br />4. <br /> <br />REVISIONS AND OMISSIONS TO THE AGENDA <br /> <br />Items 6.b., PUD-80-16-19D & 11M, Providian Bancorp; 6.c., Review of the 2001 Growth <br />Management Report; and 6.d., PCUP-36, Dale Morris, were continued to the September 26, <br />2001 meeting. <br /> <br />5. MATTERS CONTINUED FOR DECISION <br /> <br />There were none. <br /> <br />6. PUBLIC HEARINGS <br /> <br />Brian Swift announced that Heidi Jo Kline would be assuming the duties of the Senior Planner <br />position. <br /> <br />a. PDR-84, Sprint PCS and Nextel <br />Application for design review to allow the construction of a wireless communications <br />facility consisting of a 44-foot tall tree pole, 15 panel antennas, 3 GPS antennas, and <br />related equipment at 7315 Johnson Drive. The 15 panel antennas would be attached to <br />the tree pole. The zoning for this property is Planned Unit Development-General and <br />Limited Industrial District. <br /> <br />- <br /> <br />Commissioner Harvey advised that he would excuse himself from the discussion of this item <br />because of a conflict of interest. <br /> <br />Heidi Jo Kline presented the staff report, describing the proposed antenna and equipment, and <br />the history of the application. She advised that the applicant has incorporated the Planning <br />Commission's comments from the previous workshops into the current proposal. She gave an <br />overview of the tree pole materials and the design, noting that three ash trees will be removed <br />and replaced with three eucalyptus trees. She commented on the City's wireless service facility <br />ordinance and advised that the proposal meets the setback standards. Ms. Kline advised that <br />staff feels the applicant has incorporated the required stealth design techniques in this proposal <br />and that they have followed the Planning Commission's direction. She stated that staff <br />recommends that the Planning Commission approve the application, with one clarification <br />requested by the applicant to Condition #8: change "property owner" to "applicant." <br /> <br />In response to an inquiry from Commissioner Roberts, Ms. Kline confirmed that Condition #3 <br />addresses the Commission's concern that the color, texture, and foliage be maintained for the life <br />of the facility. <br /> <br />Commissioner Maas noted the comments in the minutes from the last workshop regarding the <br />location of the proposed park entrance and the placement of a flag pole antenna in that area. She <br />stated that she wants to be sure that when the entrance and driveway are constructed <br />consideration is given to the location of this antenna in conjunction with other flag poles. <br /> <br />r- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />September 12,2001 <br /> <br />Page 2 <br />
