She advised that she feels the <br />direction of the Planning Commission has been reflected in the proposal they are presenting this <br />evening. She noted that she feels the details and photo simulations presented this evening will <br />clarify exactly what Sprint and Nextel are proposing for the Lock It Up Storage site. <br /> <br />.-. <br /> <br />Dennis Martin, 4634 Chabot Drive, represented Sprint PCS. Mr. Martin advised that the design <br />of the tree pole they are presenting this evening responses to the comments made at the Planning <br />Commission's August 8 workshop. He noted that in response to comments in staffs memo to <br />the Planning Commission they have prepared some additional photo simulations. Copies of <br />these new photo simulations were distributed to the Commission. Mr. Martin provided <br />information regarding the tree pole design, including the height of the pole, proposed materials, <br />and placement of the antennas. He noted that with regard to the height ofthe lowest limbs of the <br />tree pole, it is the applicant's opinion that the lower 15 feet of the pole will only be seen by <br />employees of the DSRSD property, and will not be visible from the freeway because of the <br />existing foliage, or visible from the proposed park or existing homes to the east of the property <br />because the view would be obscured by the building. He noted that the area for the location of <br />the pole is limited and staff has included a condition of approval to plant three eucalyptus trees in <br />this area to replace the existing trees that will be removed and to assist in screening the bottom of <br />the tree pole. He commented that there is limited area to extend the lower branches of the tree <br />pole and still accommodate the three eucalyptus trees. He further commented that the area of the <br />location of the tree pole includes a walkway and stairway for access to the Lock It Up Storage <br />facility. He asked that the Commission keep these factors in mind when reviewing the height <br />and extension of the lower branches of the tree pole. Mr. Martin asked that this item be placed <br />on the next Planning Commission agenda for approval. <br /> <br />Discussion ensued regarding the drawing of the proposed tree pole and the photo simulation <br />provided this evening. Commissioner Kameny stated that he feels the photo simulation does not <br />look like the engineered drawing. Mr. Martin advised that the drawing shows the tree branches <br />extending down to the height of the eight-foot wall. He stated that the photo simulation provider <br />did not include branches lower than 15 feet on the tree because he probably would have the view <br />that nobody would see the bottom 15 feet of the tree, other than someone driving through the <br />DSRSD property. Mr. Martin reported that he has directed the photo simulation preparer to put <br />the lower branches back on the tree pole. Mr. Martin stated that he would ask the Commission as <br />to why it feels these branches are appropriate. <br /> <br />Commissioner Kameny advised that if the photo simulations represented the drawings he would <br />have no problem with the proposal. Ms. Eisenwinter noted that the plans and the photo <br />simulations need to be consistent. Mr. Martin advised that they would provide photo simulations <br />for the next hearing that will exactly match the plans. Mr. Martin also advised that they do not <br />have a problem with the "Dark Earth" color. <br /> <br />Ms. Sausedo stated that they have worked very hard to design this proposal in accordance with <br />the staffs and Commission's directions. She noted that the project adheres to the 300-foot <br />setback requirements in the City ordinance, it is totally stealth, and it is a co-located facility.
