~-

7.

MATTERS INITIATED BY COMMISSION MEMBERS (continued)

Commissioner Arkin asked for clarification as to the Zoning Administrator's approval of
directional parking lot signs for the Stoneridge Mall. Mr. Pavan advised that these signs would
mark areas of the parking lot to assist shoppers in locating their vehicles. Commissioner Arkin
advised that he would like to appeal the approval so that he would have the opportunity to review
the sign design as they will be highly visible. Commissioner Kameny suggested that
Commissioner Arkin review the sign design with staff tomorrow and then make the decision as
to whether he wants to appeal the approval. Commissioner Arkin agreed to defer his appeal until
he has an opportunity to review the design.

Commissioner Roberts reported that Mr. Philip Serna, of the Home Builders Association,
reported at the Housing Element Update Task Force meeting that if a project comes in with 20%
affordable units it gets a 25% density bonus over the maximum allowed zoning. Ms. Seto stated
that she is not familiar with this regulation, but she would research it and report back to the entire
group.

Commissioner Kameny advised that he missed the last two meetings of the Housing
Commission, and, therefore, has nothing to report.

.---

Vice Chairperson Maas noted that she is not very proud of the entryways to the City. She stated
that the landscaping along Hopyard Road near 1-580 is deteriorating. Commissioner Roberts
advised that Hacienda has offered to do landscaping in that area in exchange for other
landscaping, in that they are also generally disgusted with the landscaping there. Vice
Chairperson Maas stated that she would like to see someone address the appearance of the
entryways to the City. She advised that she thought that funds had been allocated in the CIP to
construct monuments at the City entryways and questioned when this will occur. Vice
Chairperson Maas cited other areas such as the lot across from the bank on Old Stanley and the
area west from Hopyard to 1-680 along W. Las Positas Blvd. She suggested that the Planning
Commission review the City entrances. Mr. Pavan advised that the deterioration of the Hopyard
Road landscaping at 1-580 is probably a result of the on-going fly-over construction.

Commissioner Kameny commented that the new monument signs at the City parks are
outstanding.

Commissioner Arkin advised that his first priority would be to add redwood trees along the
Arroyo adjacent to 1-680 to 1-580. He commented that this would shield the views ofthe 1950
vintage buildings.

Commissioner Harvey noted that the Commissioners tend to bring up items that they happen to
see because they either live near the area or it is an area they travel. He stated that he would like
to see the Planning Commission identify the City gateways and look at them. He further stated
that the Commission should have a discussion about what it sees as the gateways.

.'-'

PLANNING COMMISSION MINUTES

August 8, 2001

Page 8
