r--

flagpole with three antennas and then they would submit an another application for an additional
facility in the immediate neighborhood.

Ms. Sausedo stated that they are committed to providing a quality project with the least visual
impacts. She asked that the Planning Commission provide clear direction tonight and agendize
this application to come back as quickly as possible.

Vice Chairperson Maas closed the public input on this item.

Commissioner Kameny stated that he likes the flag pole proposal. With regard to the tree pole,
he advised that he would like to see more foliage in front of the panels to make it look like a tree.
He stated that he would like to see a tree that fits in with the existing trees

Vice Chairperson Maas stated that she would also like the tree pole to look like a tree.
Discussion ensued about the types of trees that could be planted to replace the ash trees.

Commissioner Kameny commented that there is tree pole on the west side ofI-680 near Stone
Valley Road that looks like a real tree.

Commissioner Arkin advised that he is hearing the Commissioners say that the tapering of the
tree from the base to the top needs to be consistent in a straight line so that it looks reasonable.
He noted that to accomplish this the Nextel antenna array needs to be moved closer in or the
branches need to be made wider.

r-

Commissioner Arkin commented that he doesn't care if Cingular wants to construct the flagpole,
as long as it looks like the photo simulation. Commissioner Kameny stated that he also doesn't
care if Cingular determines to proceed with its flag pole application.

Ms. Sausedo stated that she heard discussion this evening directing Cingular to go back to its
flag pole concept. She asked if this is accurate, is the Planning Commission asking Sprint and
Nextel to come back with a tree that better camouflages the antennas that are attached to the tree,
with foliage that creates a more conical-shaped tree. She asked for confirmation that the
Planning Commission is happy with the concept of the tree that is being presented as long as the
antenna structures are completely stealth.

Mr. Pavan advised that the placement of a flagpole on top of the storage facility would require a
peer review, and the City's peer reviewer is on vacation until September.

Discussion ensued regarding the placement of the flagpole. Vice Chairperson Maas advised that
she would only be in favor of the flagpole ifit were located in front ofthe Lock-It-Up Storage
facility. There was agreement that the only way that a flagpole would be accepted in conjunction
with the tree pole is if the flagpole is installed in from of the facility.

Mr. Pavan noted that if it is determined that the tree pole will only have two carriers,
consideration needs to be given as to whether the Sprint and Nextel antennas can be lowered on
the tree pole.

,--.

PLANNING COMMISSION MINUTES

August 8, 2001

Page 6
