-

Commissioner Kameny noted that the primary issue regarding this proposal is that it be stealth.
Discussion ensued regarding existing tree poles along 1-680.

Commissioner Arkin questioned the proposed location of the pole, questioning why it could not
be installed across Johnson Drive near the Pac Bell equipment lot. He stated that he doesn't
think moving it 1,000 yards north will impact the signal coverage. Mr. Pavan advised that the
original location was on the DSRSD site and the applicants were directed to look at alternative
locations. He noted that this proposed location meets the locational criteria. Commissioner
Arkin stated that he does not understand why other locations north of this site, which are further
away from homes and less visible and less controversial were not considered.

Commissioner Kameny stated that he is not concerned about the location and he feels the issue is
stealth. He further stated that if the applicant wants the tree pole at this location and the Planning
Commission can determine that it is stealth, then they should proceed with this location.

Commissioner Harvey questioned what services will be provided by this facility. Mr. Pavan
stated that he would defer that question to the applicant.

Chairperson Maas opened the work session for comments from the applicant.

-

Pat Sausedo, 4634 Chabot Drive, represented Sprint PCS. She reviewed the process that the
applicant has been through to date. She described the direction received from staff regarding the
design of the tree pole. She noted that Sprint and Nextel agreed to allow the installation of
Cingular Wireless antennas on the tree pole. She advised that Sprint would be constructing the
structure. She noted that there was agreement with staff to hold an August 8 workshop and
August 22 public hearing on this project. She advised that it is their goal to meet the Planning
Commission's design criteria and objectives.

Dennis Martin, 4634 Chabot Drive, represented Sprint PCS. He presented the revised plans for
the tree antenna. He noted that the Sprint and Nextel equipment is located inside the storage
facility. He advised that the proposal includes the planting of three eucalyptus trees that will
replace three existing ash trees. He presented overhead transparencies depicting the Sprint,
Nextel, and Cingular antenna plans, providing information regarding the design and
measurements. He noted that there needs to be a separation between the panel antenna arrays in
order to prevent radio interference.

Mr. Martin provided a photo simulation depicting the panel antennas painted green and brown.
He noted that they would not have a problem with painting the antennas and would agree to this.
He presented samples of the foliage and bark materials.

Commissioner Roberts questioned how fast the materials used in construction of the tree pole
would disintegrate. Mr. Martin advised that the tree would be maintained on a regular basis, and
with three carriers it would get regular inspections.

,,--

PLANNING COMMISSION MINUTES

August 8, 2001

Page 4
