PUD-81-30-49D-IM, South Bay Development Company <br />Application for PUD design review approval to construct a one-story, 1O,008-square-foot <br />addition to an existing office building on a 2.73-acre site (Lot 16B) located at 4160 <br />Hacienda Drive in the Hacienda Business Park. Zoning for the property is PUD - I/C/O <br />(Planned Unit Development - Industrial/Commercial/Office District. <br /> <br />r-. <br /> <br />Mr. Pavan presented the staff report, commenting on the proposed expansion. He noted that the <br />developer has provided for bike racks and charging stations for electric vehicles. He further <br />noted that the proposal more than conforms to the design standards for the Hacienda Business <br />Park for this site. Mr. Pavan advised that the major issue pertaining to this project relates to <br />traffic and that a traffic report has been prepared for this application. He reported that staff is <br />recommending that the overall trip generation for the existing plus proposed project may not <br />exceed the existing project's level-of-service for the AM/PM commute, and, therefore, the <br />applicant is required to produce TSM measures which would be applied to both existing and <br />future tenants over the life of this application. He advised that the City would monitor the traffic <br />and would meet with the applicant to work out solutions if this level is not maintained. <br /> <br />Mr. Pavan advised that tenant improvement plans for the expansion will be reviewed to insure <br />that typical LEED measures are being met. He stated that staff recommends approval of the <br />application, subject to the conditions in the staff report. <br /> <br />In response to an inquiry by Commissioner Roberts, Mr. Pavan advised that a TSM program will <br />be required prior to occupancy, and that City staff will monitor the driveway trip counts, and if <br />the existing vehicle trips are exceeded on a continuous basis, staff will meet with the property <br />owners to determine which measures can be implemented to reduce the trips. He noted that if <br />the condition cannot be met, this matter can be returned to the Planning Commission. <br /> <br />With regard to Commissioner Roberts question related to the LEED measures, Mr. Pavan <br />advised that tenant improvements will be similar to the Nearon building expansion approved by <br />the Planning Commission several months ago, where each tenant improvement would be <br />reviewed to determine conformance with LEED standards. <br /> <br />,.---. <br /> <br />June 27, 2001 <br /> <br />Page 7 <br /> <br />PLANNING COMMISSION MINUTES <br />
