<br />Vice Chairperson Maas advised that since she believes Commissioner Sullivan would like to be <br />/""" present for the discussion regarding Item 7.a., "Draft Compact for a Sustainable Bay Area," she <br />is suggesting that the Commission hear Ms. Grant's presentation and continue the Commission's <br />discussion on the item until the July 11 meeting. The members of the Commission concurred. <br /> <br />5. MATTERS CONTINUED FOR DECISION <br /> <br />a. Final approval of the lane:uae:e in certain mitie:ation measures in the Final <br />Supplemental Environmental Impact Report for Oak Tree Farm - Phase 3 <br /> <br />Michael Roush advised that staff has modified a number of the mitigation measures in the Final <br />SEIR in accordance with the Planning Commission's comments made during the June 13 <br />meeting. He further advised that staff discussed with Mr. Alan Kropp, who is present this <br />evening, the two issues concerning the geological matters. Mr. Roush reported that he also <br />discussed the mitigation measure concerning the biological assessment with Commissioner <br />Sullivan, and that he was satisfied that the modification addressed his concerns. Mr. Roush <br />advised that he feels that the mitigation measures as presented addressed the concerns raised by <br />Commissioner Sullivan and Commissioner Arkin at the June 13 meeting. He noted that Mr. <br />Kropp and Mr. Grubstick are available to answer any technical questions regarding the revised <br />mitigation measures. <br /> <br />r-- <br /> <br />Mr. Grubstick responded to Commissioner Harvey's inquiry regarding the groundwater issue, <br />noting that the assumptions that were made in establishing the groundwater surface elevation <br />were very conservative and they were brought up to a level that is much higher than what would <br />be expected. He further noted that the requirement that two additional winters be monitored has <br />been included in the measures. Commissioner Roberts provided information on the rainfall <br />measurements during the last eight years, noting that there have been several heavy rainfall years <br />that would have affected the reading. She noted that there are other conditions that can change <br />the underground water level, including a slight earthquake. <br /> <br />Commissioner Arkin stated that because his area of expertise is not geology, he has difficulty <br />with the issue related to the earthquake analysis. He advised that he understands what staff has <br />attempted to do in accordance with Mr. Kropp's recommendation, however he is still <br />uncomfortable with this matter. He noted that he wished that he could provide better feedback to <br />staff regarding his concerns, but since he is unable to do so, he will agree with the modified <br />measure. Mr. Grubstick advised that staffhas looked at a way of establishing some additional <br />data, in that Commissioner Arkin had indicated at the last meeting that he was uncomfortable <br />with having a single data point on which to rely. <br /> <br />Commissioner Arkin advised that he feels the geological information for a project is the most <br />difficult to understand and he would like to be able to attend a workshop that would help clarify <br />this information. Mr. Roush responded that he would inquire as to whether that type of <br />workshop could be offered at a future League of California Cities' conference. <br /> <br />Commissioner Harvey asked ifthe Commission wants to maintain the two-year rainfall-sampling <br />requirement.
