<br />r THE PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Arkin moved to initiate an action to rescind the development plan for Case <br />PUD-85-5. Determination that the 2001-2006 Capital Improvement Pro2ram is in conformance <br />with the City's General Plan <br /> <br />r <br /> <br />Steven Bocian presented the staff report. He noted that staffhas reviewed the program and has <br />made the determination that it is consistent with the General Plan. He described the types of <br />projects included in the program. He noted that the first two years of the program are the funded <br />years, and the final three years are for planning purposes only. He stated that a mid-term review <br />will be prepared in one year to assure that the revenues are consistent with the proposed <br />expenditures. <br /> <br />Mr. Bocian reported that staff has tried to address all ofthe areas in the City that are in need. He <br />reviewed the factors and process used in determining the highest priority projects. He noted that <br />during its review of the proposed CIP, the Planning Commission indicated that it wanted to see <br />more of an emphasis on the trail systems. He advised that in order to address this, the <br />management of the trails system is being moved from the Public Works Department to the Parks <br />and Community Services Department, which will allow the opportunity for public input through <br />the Parks & Recreation Commission. <br /> <br />Mr. Bocian noted that the program includes 75 projects in the first two years, and a total of 89 <br />projects. <br /> <br />In response to an inquiry from Commissioner Arkin, Mr. Bocian advised that the remodeling of <br />the 200 Old Bernal Avenue is part of the short-term office needs plan. He further advised that <br />the City is in the process of selecting an architect to develop a civic center master plan to address <br />the long-term needs. <br /> <br />- <br /> <br />Commissioner Arkin questioned the cost of the replacement of the Dublin Canyon Road Bridge. <br />Mr. Bocian advised that this is a significant project, which includes building retaining walls, <br />realigning the road, and constructing an entire bridge. He noted that the Engineering staff has <br />looked at this project and this is the most recent estimate.
