PUBLIC HEARINGS <br /> <br />a. Z-99-79, Panattoni Development Company <br />Application to reduce the Kwh capacity of the photovoltaic cells to be installed on its <br />recently-constructed three 30,000-square-foot warehouse buildings located on the east <br />side of Boulder Court. Zoning for the property is I-G (General Industrial) District. <br /> <br />Associate Planner Heidi Jo Kline presented the staff report, describing the original project <br />approval and the Pleasanton Power Park concepts. She noted that the original approval included <br />the installation of I 00 Kwh photovoltaic systems on the roofs of each of the three buildings. She <br />advised that applicant is nearing completion of the construction of the buildings, but that the <br />applicant is requesting that the Kwh capacity of the photovoltaic cells be reduced. Ms. Kline <br />reported that because of delays and faced with the prospect of losing funding, the panels were <br />installed on buildings in Southern California. She described the original proposal for funding, <br />noting that the federal grant funds are no longer available and the State has increased its rebate <br />allocation. She advised that the property owner, Kevin Best, is no longer in partnership with <br />Detroit Edision, and the current proposal by Panattoni Development is that Panattoni would <br />purchase and install 6 Kwh photovoltaics systems with a ten Kwh inverter, which would allow <br />the system to be upgraded to a I 0 Kwh system if a future building owner desired. Ms. Kline <br />reported that prospective buyers of the buildings must close escrow by July I for tax purposes. <br />Staff has advised the applicant that because the photovoltaic systems were an important part of <br />the original approval, the buildings would not be finalled unless the Planning Commission <br />agreed to the modification. Ms. Kline provided an update on the cost estimates for the proposed <br />photovoltaic systems. <br /> <br />Ms. Kline advised that Panattoni Development Company has requested that it be permitted to <br />post bonds for the photovoltaic systems so that they may receive final occupancy and allow them <br />to complete their sales agreements. They are also requesting that they have upwards of six <br />months to install the systems which would allow them additional time to explore other options <br />such as pending tax incentives and bulk purchase discounts.
