<br />r- PUBLIC HEARING WAS OPENED <br /> <br />COMMENTS FROM THE APPLICANT <br /> <br />Phil Rowe, 2552 Stanwell Drive, Suite 203, Concord, represented the applicant. He advised that <br />they spoke with Mr. Grubstrick and Mr. Jost today and were able to resolve many of the items <br />which they were concerned about. He referred to Condition #21 which requires the developer to <br />provide a sewer extension to the Pietronanve property, and requested that this condition be <br />deleted. He stated that the Public Works Department agreed. Mr. Grubstick acknowledged that <br />they would agree to this. Commissioner Arkin asked if the Pietronaves know that this is being <br />deleted. Mr. Grubstick stated that he does not know ifthey were aware of the original condition. <br />Mr. Swift also stated that he does not think that the Pietronaves knew of this requirement. <br /> <br />Discussion ensued regarding the costs to extend and connect the sewer line. The Planning <br />Commission also discussed including a requirement that the Pietronaves be contacted prior to <br />deleting this condition. <br /> <br />Mr. Rowe referred to Condition #40, which requires subdrains around all of the houses, noting <br />that they recommend that their soils engineer review this and make a recommendation as to <br />whether this is necessary. Mr. Grubstick advised that since these houses will be built on slabs <br />on grade, subsurface water is not as much of an issue as it would be if there was a crawl space, <br />but staff would like to see the recommendations of the soils engineer. <br /> <br />r- <br /> <br />Mr. Rowe stated that Condition #2 should be clarified that with regard to Growth Management, <br />Mr. Costas' units are "first-come, first-served." Mr. Swift advised that his recommendation is <br />that the Costas' units remain as part of the Growth Management approval for the Vineyard <br />Corridor. Mr. Heaton advised that Deleo's application for Growth Management did not include <br />the Costas lots. <br /> <br />In response to an inquiry from Commissioner Maas, Mr. Rowe indicated that the applicant is in <br />agreement with the other modifications to the conditions of approval discussed by the Planning <br />Commission and staff. <br /> <br />Commissioner Arkin questioned Deleo's anticipated timing for developing its project given the <br />current economic situation. Mr. Rowe advised that they are meeting weekly with Greenbriar and <br />Centex. He advised that staff has agreed to allow the improvement plans for Vineyard Avenue <br />to be reviewed by an outside plan-checker, and the developers have hired numerous outside <br />consultants to work on the infrastructure portion of the project to move it along. Mr. Heaton <br />commented that the Delco, Centex, and Greenbriar projects are all tied together. Mr. Rowe stated <br />that there is a big problem in that Centex has not received approval. Commissioner Arkin stated <br />that he wants the school to go in and he is concerned that if one of the developers backs out it <br />would prevent the school from being built. <br /> <br />Dan Costas, 2503 Vineyard A venue, stated that he wants to be able to sell his lots, and requested <br />that the requirement in Condition #6 be modified to refer to the issuance of building permits. <br /> <br />- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />April 25, 2001 <br /> <br />Page 8 <br />
