approving the Tentative Map, and conditioning the Final Map with a requirement that the
r- Integrated Pest Management Plan be improved, that the staff and applicant work closer with the
U.C. Davis Integrated Pest Management Program in the development of the plan, and that the
other agencies he referred to be included as part of a review process.

Commissioner Arkin stated that a material data safety sheet for the permitted chemicals should
be provided to the School District.

Commissioner Maas inquired if there is an expert that Delco should contract with to develop the
plan. Mr. Swift advised that staff attempted to do this with representatives of the U.C. Davis
Viticulture Department.

Commissioner Maas stated that she would support approving the tentative map tonight, and
conditioning the Final Map so that Chairperson Sullivan's concerns are addressed.

Commissioner Arkin stated that he feels the chemicals that are proposed for use should be
reviewed by a toxicologist.

Chairperson Sullivan stated that he would agree with Commissioner Arkin regarding the
toxicologist, but he would also like to see a broader look at the plan from a review standpoint by
the other agencies he suggested.

r-

Commissioner Kameny stated that he would agree with bringing this plan back to the Planning
Commission prior to the Council hearing the Final Map.

Commissioner Arkin reinterated that he would like to see the chemicals reviewed by a medical
toxicologist from a human health perspective.

Direction ensued regarding the direction the Planning Commission is giving to the applicant and
staff with regard to the Pest Management Plan. Chairperson Sullivan stated that he feels the
U.C. Davis Integrated Pest Management Program should be the primary focus, but that there
should be a broadened review of the plan by others to get a wider perspective. He presented the
list of agencies that he would like to see included: U.C. Davis Sustainable Agricultural Program,
Californians for Pesticide Reform, Pesticide Action Network, California Certified Organic
Farmers, and some human health toxicologist who deals with chemical exposure to children. He
stated that if staff can identify a consultant that can perform the review that would be fine.

In response to an inquiry from Commissioner Maas, Mr. Swift advised that the closest single
group that can perform this task would be the U.C. Davis Integrated Pest Management Program.

PUBLIC HEARING WAS REOPENED

Mr. Heaton stated that Chairperson Sullivan has provided a list of the people that he wants Delco
to contact. He requested that the Planning Commission separate this issue from the Tentative
Map and proceed with its action.

-

PLANNING COMMISSION MINUTES

April 25, 200 I

Page 10
