PUD-05, Centex Homes <br />Application of Centex Homes for approval of a PUD development plan which would <br />create 19 single-family detached homes on approximately half-acre lots within the 14.9- <br />acre "Low Density Residential"-designated area of the Chrisman and Berlogar properties; <br />would establish zoning regulations for the remainder of the Chrisman parcel, including <br />retention of the existing house; and would relocate the existing caretaker unit on the <br />Berlogar parcel to a new location within the "Hillside Residential"/"Open Space" portion <br />of that lot. The project is located at 1944 and 2190 Vineyard A venue. Zoning for the <br />properties is PUD (Planned Unit Development) District, with the uses as specified in the <br />Vineyard Avenue Corridor Specific Plan. <br /> <br />Commissioner Roberts excused herself from this item, noting that her property abuts the <br />Berlogars' property. Commissioner Kameny excused himself from this item, as he lives adjacent <br />to the Berlogar property. Commissioner Harvey stated that he will be listening to the discussion, <br />but abstaining from voting due to the extensive history related to this project. <br /> <br />Mr. Swift presented the staff report providing an overview of the proposal. He commented on <br />the relocation of the caretaker unit on the Berlogar property. In response to an inquiry from <br />Commissioner Maas, Mr. Swift noted that the new location of the caretaker unit would be visible <br />from five or six of the residences in Grey Eagle. He noted that the Berlogars have the ability to <br />r add five hillside residential lots, but the locations of these lots have not been determined. He <br />stated that the Planning Commission has held many workshops on this application, at which <br />numerous issues have been identified, including issues related to grading and visibility. He <br />noted that updated visuals have been provided and he reported on the comments made by the <br />peer-reviewer on these visuals. He noted that the visuals do not depict staffs recommended <br />modification that slightly lowers the houses on the hillside. He advised that Centex is concerned <br />about the amount of dirt that would have to be removed with staff's recommended plan. <br /> <br />Mr. Swift noted that staff feels that the application before the Planning Commission meets the <br />goals of the Specific Plan and the conditions of approval address many of the issues brought <br />forward at previous workshops. <br /> <br />Discussion ensued regarding the proposed landscaping plan for area located to the north side of <br />the fences and the fencing materials. Commissioner Maas questioned whether a condition could <br />be added requiring that all fencing be open. Mr. Swift confirmed that this is possible. <br /> <br />Commissioner Arkin advised that he spent Sunday afternoon with Mr. Swift at the project site. <br /> <br />Chairperson Sullivan questioned the location of the five additional lots on the Berlogar property. <br />Mr. Swift described the tentative locations noted in the Specific Plan. In response to an inquiry <br />from Chairperson Sullivan regarding the school funding mechanism, Mr. Swift advised that a <br />representative ofthe school district is present this evening and can respond to this matter.
