Discussion <br />ensued regarding other types of window options. Commissioner Maas noted that if the permit <br />process was properly followed all alternatives could have been discussed and considered. She <br />suggested that consideration be given to installing window blinds or shutters. <br /> <br />Commissioner Arkin stated that he likes the window where it is and wants to remove the <br />condition requiring the window to be glazed. He further stated that he feels the new location is <br />probably better than the old location. <br /> <br />Commissioner Roberts stated that she understands the privacy issue. She further stated that she <br />is concerned about the birch tree that does not appear to be healthy, noting that it could provide <br />view screening. She commented that she feels the Hitchens window needs to have some <br />covering on it, noting thatthe Gleaves have offered to help with a stained-glass covering. She <br />advised that there are homes in the area that have bedroom windows facing bedroom windows of <br />adjacent homes. She stated that she would like to have someone examine the birch tree to make <br />sure it is healthy. <br /> <br />Commissioner Maas suggested planting an evergreen tree to provide screening. <br /> <br />- <br /> <br />Chairperson Sullivan advised that he spoke with Mrs. Gleave on the phone today. He stated that <br />at first thought he felt the staff s recommendation to install the glazed window was appropriate, <br />however he feels that it may be better to have a clear window and have the Gleaves pay for an <br />evergreen tree to be planted on the Hitchens' side of the fence to block the view. <br /> <br />Ms. Seto noted that the tree could only be planted on the appellant's side of the fence if they <br />desired it. <br /> <br />Commissioner Arkin moved to deny Case PAP-I6, remove the condition requiring that the <br />window to be etched glass, and require the Gleaves to pay for a 24" box size evergreen tree <br />to be planted in the Hitchens yard, with the installation of the tree to be the responsibility <br />of the Hitchens.
