<br />r- <br /> <br />The agenda was reordered to hear Item 6.a., PAP-16. <br /> <br />6. PUBLIC HEARINGS <br /> <br />a. PAP-16 (PADR-262), Dan and Marie Hitchens <br />Application for an appeal of the Zoning Administrator's approval of window <br />modifications and the conversion of 110 square feet of clerestory space to a <br />bedroom/office for an existing single-family residence located at 6450 Paseo Santa <br />Maria. Zoning for the property is Planned Unit Development, Medium Density <br />Residential (PUD-MDR) District. <br /> <br />Mr. Pavan presented the staff report providing background on the proposal. He commented on <br />some of the alternatives that have been proposed, noting that staff was unable to work out a <br />compromise. He advised that staff is recommending that the Planning Commission support the <br />Zoning Administrator's action, but that the Commission has the latitude to take any action it <br />feels is appropriate for this application. Mr. Pavan stated that because this room will also be <br />used as a bedroom the window must meet Building Code requirements related to safety. <br /> <br />Commissioner Kameny advised that he visited the site and met with the applicant. In response to <br />an inquiry from Commissioner Kameny, it was noted that the transom window has been covered <br />over on the inside and it will be removed and stucco will be applied on the exterior. <br /> <br />Commissioner Maas reported that she visited the site today. <br /> <br />r- <br /> <br />In response to an inquiry from Commissioner Arkin, Mr. Pavan advised that there are other <br />houses in the development that have views from the upstairs bedrooms into side yards or <br />backyards. <br /> <br />Commissioner Roberts stated that she met with the Gleaves and looked at the view from the <br />Hitchens' home. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />COMMENTS FROM THE APPELLANT <br /> <br />Rosemarie Hitchens, 6442 Paseo Santa Maria, read from a statement provided to the Planning <br />Commission. She provided photographs for the Commission's review. She requested that the <br />Planning Commission uphold the conditions of approval in the original staff report. She noted <br />that they have come to an agreement with the Gleaves on the type of etched glass to be used, and <br />they are not appealing the etched glass, only the placement of the window. She presented the <br />various window placement options that were considered in trying to resolve this matter. Mrs. <br />Hitchens commented on the Planning Commission staff report and provided clarification <br />regarding some of the information contained in the report. She presented information regarding <br />the birch trees that were planted between the homes to provide view screening.
