<br />,-. Chairperson Sullivan advised that he does not feel the infrastructure is there in the three areas he <br />noted. He further advised that he feels the Vineyard Corridor and Bernal property projects are <br />important. <br /> <br />Commissioner Maas stated that she does not feel it is fair to place the allocations for New Cities <br />in the years 2003 and 2004. <br /> <br />Chairperson Sullivan suggested that another category be added, allowing 25 units per year, that <br />provide additional mitigation in areas related to schools, energy, or transportation or air quality. <br />Commissioner Arkin stated that he would support this suggestion, allowing 50 additional units. <br /> <br />Mr. Swift advised that he is fairly comfortable with linking this category to a green <br />building/photovoltaic concept, but it would be more difficult to link it to the concerns related to <br />the schools. <br /> <br />.-- <br /> <br />Chairperson Sullivan made a motion recommending Option 4 of the staff report, which <br />provides for a total allocation of 350 units per year, prioritizes the Vineyard projects (with <br />the exception of the Heinz project), and utilizes units from the "first-come, first-served" <br />projects and places them in the "major projects" category; and establishing an additional <br />category to be labeled "electricity mitigation" which would provide 50 units per year above <br />the 350 total allocation for houses designed to meet the industry standard providing the <br />electrical load of that house through the installation of a solar photovoltaic system, without <br />a battery system. <br /> <br />Discussion ensued regarding recommending Option 1 with the above stated provision. <br /> <br />Commissioner Arkin seconded Chairperson Sullivan's motion. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Arkin and Sullivan <br />Commissioner Maas <br />Commissioners Kameny and Roberts <br />None <br /> <br />Resolution No. PC-2001-15 was entered as motioned. <br /> <br />Commissioner Maas stated that she voted no because she feels the "first-come, first-served" <br />numbers are too low; the Greenbriar/Heinz project is not addressed, and she feels that is an <br />important part of the Vineyard Corridor and school development; and that she feels it is an <br />inappropriate action to take with regard to the mitigation. She further stated that she does not <br />totally disagree with the concept, but she does not feel it is fair to impose mitigation measures 0 <br />projects that have already been approved.
