<br />r- <br /> <br />Mr. Swift advised that the next review of the Growth Management Program will be in September <br />and staff is recommending that the Planning Commission delay taking any action on the golf <br />course projects until that time. <br /> <br />The Commission recessed for a break at 9:05 p.m. <br /> <br />Chairperson Sullivan reconvened the meeting at 9:10 p.m. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />/"" <br /> <br />Fred Bates, New Cities Development Group, 9781 Blue Larkspur Lane, Monterey, requested that <br />the Planning Commission support Option I or Option 3. He noted that he would favor Option I, <br />in that it increases the total allocations and will allow sufficient allocations for all. He noted that <br />204 growth management reservations were set aside for the New Cities' properties and the <br />school district property in the North Sycamore area. He advised that III building permits have <br />been pulled to date by Greenbriar for the school district site and the balance have not yet been <br />used, nor have they been carried into future years. He advised that one of the reasons the City <br />Council removed the condition tying the New Cities project to the Happy Valley Annexation was <br />so that the neighbors who live in the North Sycamore area could begin to have the benefits of <br />annexation. He noted that New Cities wants to be treated as a major project in order to allow <br />them to obtain financing which will be necessary for some of the up-front infrastructure <br />requirements. Mr. Bates reported that the New Cities property has been annexed to the City for <br />nine years and that the Specific Plan process began 18 years ago, and there are projects not yet <br />annexed to the City that have growth management allocations and reservations. He commented <br />that Option I sets aside allocations on an equitable basis. <br /> <br />Discussion ensued regarding the Bernal property. Mr. Swift advised that the Bernal property <br />will be annexed to the City very soon. <br /> <br />In response to an inquiry from Commissioner Arkin, Mr. Bates stated that they probably will not <br />need 24 units for this year, in that they plan to construct the first phase which would consist of a <br />minimum of ten units, plus four model homes, and they would like to build the remainder next <br />year. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />With regard to the adequacy of the Growth Management Report, Chairperson Sullivan <br />commented that, in general, he feels it is a good report. He advised that there are three areas <br />which he feels the Planning Commission may have some level of control. He noted that the <br />report indicates that there are plans in place to deal with over-crowding at the elementary and <br />middle school level, but there is not a good plan in place for the high school. He noted that he is <br />completely unhappy with the existing conditions at the high school level and the future school <br />populations that the District is willing to accept. He stated that this issue should be considered in <br />granting additional growth management allocations. Chairperson Sullivan noted the second area <br />is that of electricity. He questioned the ability ofP.G.&E. to actually build out the upgrade and <br />the timeframe for completing the project in 2002.
